恩菲公司金铜综合回收技术改造项目过程管理研究

【摘要】:五矿铜业(湖南)的金铜综合回收技术改造项目是湖南省有色金属建设的一个重大项目,通过整合湖南省内的铜业资源,运用氧气底吹炼铜工艺,打造世界级铜业基地,实现铜产业的升级换带,实现本土化产业的梦想。金铜综合回收项目的最大亮点就是“绿色”。中国恩菲工程技术有限公司(下文简称:恩菲公司)承包了该项目的部分设备供货及建筑安装工程工程一体化项目的设计与实施工程。正是在这种背景下,恩菲公司的金铜综合回收技术改造一体化项目,被确立为恩菲公司的重点承包建设项目。通过本项目的实施一方面是可以为国家、为地方经济的发展做出贡献,另一方面更重的是,恩菲公司通过该项目的实施建设力图实现以下一个目标:一是,有利于聚焦主业,巩固工程一体化地位不动摇。这就要求恩菲适应外部市场环境的变化,理顺内部市场机制,不断提高工程一体化板块的资源配置效率,更好地实现工程一体化的盈利水平,提高市场地位。二是,有利于产业发展,实现既定目标。三是,有利于机构调整与改革。四是有利于对班子进行较大的调整和充实。由此可见,金铜综合回收项目对恩菲公司实现企业战略目标的重要意义。本文首先介绍了金铜综合回收技术改造项目的建设概况,找出了项目的控制性工程,即确定了金铜综合回收技术改造项目的关键工程,进而找出了该工程在施工过程中可能面临的风险。其中风险的来源主要是业主要求、设备和人员数量不足带来的工期拖延风险;价格上涨和税费增加带来的费用风险;设备安装、人员素质带来的技术风险以及当地地质原因所产生的风险。通过以上的项目分析,对金铜综合回收技术改造项目的施工过程管理进行了细致的研究。恩菲公司从施工组织方面建立了项目团队,明确了岗位分工和职责;确定了施工方案的顺序和找出了施工中的重点,并明确了施工的作业方式,即先地下后地上,先结构后安装的三个步骤;最后制定了与业主、分包商、费用控制部门和业主代表之间的内部接口。最后针对金铜综合回收技术改造项目的过程管理问题,从工期进度、质量、成本和综合管理方面,提出了相应的保障措施。
[Abstract]:The project of comprehensive gold and copper recovery technology in Minmetals Copper Industry (Hunan) is an important project in the construction of non-ferrous metals in Hunan Province. Through the integration of copper resources in Hunan Province and the use of oxygen bottom-blown copper smelting technology, we can build a world-class copper industry base. Realize copper industry upgrade change belt, realize the dream of localization industry. The biggest bright spot of gold and copper comprehensive recovery project is "green". China Enfei Engineering Technology Co., Ltd (hereinafter referred to as Enfei Company) contracted part of the project equipment supply and construction and installation of the integrated project of the design and implementation of the project. It is against this background that the project of integrated gold and copper recovery technology is established as the key contract construction project of Enfei. Through the implementation of this project, on the one hand, it can contribute to the development of the country and the local economy. On the other hand, more importantly, Enfield aims to achieve the following objectives through the implementation and construction of the project: first, it is conducive to focusing on the main industry. Consolidation of the status of integration of engineering will not waver. This requires Enfield to adapt to the changes of the external market environment, straighten out the internal market mechanism, continuously improve the efficiency of resource allocation of the engineering integration plate, better realize the profit level of the engineering integration, and improve the market position. Second, it is conducive to industrial development, to achieve the established goals. Third, it is conducive to institutional adjustment and reform. Fourth, it is conducive to greater adjustment and enrichment of the leading bodies. Thus, the comprehensive recovery of gold and copper project for Enfei Company to achieve the strategic objectives of the important significance. This paper first introduces the general situation of the construction of the project of comprehensive gold and copper recovery technology transformation, and finds out the control engineering of the project, that is, the key project of the project of comprehensive gold and copper recovery technology transformation is determined. Furthermore, the risks that the project may face in the construction process are found out. The main sources of risk are the delay risk of the construction period caused by the owner's request, the shortage of equipment and personnel, the cost risk caused by the price increase and the tax increase, the installation of the equipment, The technical risk caused by the quality of the personnel and the risk caused by the local geological reasons. Through the above project analysis, the construction process management of the comprehensive gold and copper recovery project is studied in detail. Enfield set up a project team in terms of construction organization, defined the division of posts and responsibilities, determined the sequence of construction plans and found out the key points in construction, and made clear the operation mode of construction, that is, the first underground and then the ground. The three steps of structure and installation, and the internal interface with the owner, the subcontractor, the cost control department and the representative of the owner. Finally, in view of the process management of the project of comprehensive gold and copper recovery technology, the paper puts forward the corresponding safeguard measures from the aspects of schedule, quality, cost and comprehensive management of the project.
