机构改革中乐清市流通环节食品安全监管问题与对策研究

【摘要】：改革开放以来,乐清作为温州模式的排头兵,经济迅猛发展,人民生活水平日益提高,市民生活目标从温饱型向小康型、享受型转变,食品安全问题引起高度重视,确保食品安全已经成为政府的重要监管目标,并在机构改革过程中采取了行之有效的举措。然而乐清食品消费市场受大环境影响仍粗放无序,安全问题日趋严峻。与此同时,按照党的十八大、十八届二中全会精神和第十二届全国人民代表大会第一次会议审议通过的《国务院机构改革和职能转变方案》,决定组建国家食品药品监督管理总局,对食品药品实行统一监督管理,新一轮保障食品安全的机构改革在全国各地纷纷铺开,不少省市创新改革组建的市场监督管理局开始崭露头角。笔者结合自己市场监督管理的实践,运用文献研究、实例研究、经验总结等方法,以乐清为例,对机构改革中流通环节食品安全监管现状、存在的问题及原因进行较为系统的研究,旨在为流通环节食品安全监管模式的构建提供对策和建议。本研究获得以下主要结果:(1)对乐清市流通环节食品安全监管现状的调查分析,得出以下监管经验:采用“日常监管和专业化监管相结合”的监管方式;坚持定性检测与定量检测“双轨”并重的技术手段;明确以农贸市场改造提升工程为途径的消费保障;探索食品安全有效溯源的追查机制;努力营造全民参与的共管氛围。(2)随着乐清市流通环节食品监管工作的深入开展和机构改革的不管推进,相关工作开始存在并出现了一些亟待解决的问题:监管人员精力不足,监管效率较低;机构改革中快速检测成为软肋;促进食品安全监管的农贸市场改造资金巨大提升工作难以实现既定目标;食品安全追溯链条不完整追溯体系不完善;社会共管格局未形成。(3)在对监管经验和存在问题研究的基础上,提出了在机构改革中提高乐清市流通环节食品安全监管的对策及建议:应充实流通环节食品安全监管能力;构建食品流通环节安全检测检验体系;强化农贸市场标准化改造,提升食品安全水平;进一步建立健全流通环节食品安全标准控制体系;加速开展食品安全基础知识培训教育,形成社会共管格局。
[Abstract]:Since the reform and opening up, Yueqing as the vanguard of the Wenzhou model, rapid economic development, increasing people's standard of living, people enjoy the life goal changes from subsistence to a comfortable life, and pay more attention to the problem of food safety, food safety has become an important goal of government supervision, and take effective measures in the process of institutional reform in. However, the food consumption market in Yueqing is still rough and unordered by the great environmental impact, and the security problem is becoming more and more serious. At the same time, in accordance with the party's eighteen, the second Plenary Session of the 18th CPC Central Committee and the spirit of the Twelfth National People's Congress adopted at the first session of the "State Council institutional reform and functional transformation plan", decided to set up the national food and Drug Administration of food and drug for unified supervision and management of food safety, a new round of institutional reform have spread throughout the country country, market supervision and Management Bureau set up many provinces and cities began to emerge in the reform and innovation. The author combines the practice of their market supervision and management, the use of literature research, case study, experience summary method, taking Yueqing as an example, the circulation situation, the food safety supervision mechanism in the reform process problems and causes are systematically studied, aimed at the construction of food safety supervision mode of ring section circulation countermeasures and suggestions. The main findings are as follows: (1) survey and analysis of the circulation of food safety supervision of Yueqing City, the following experience: using the "daily supervision and professional supervision of the combination of" regulation; adhere to the qualitative detection and quantitative detection of "technology track and heavy; clear to the farmers market to upgrade the project as a way to explore the mechanism of consumer protection; trace the food safety traceability effectively; and strive to create a universal participation in the condominium atmosphere. (2) with the depth of Yueqing food circulation supervision and institutional reform to promote the related work began to exist no matter, and there are some problems to be solved: regulators lack of energy, low efficiency of supervision; institutional reform in the rapid detection of weakness become a huge boost; promote the work of food safety supervision transformation funds market it is difficult to achieve the goals of food safety traceability chain; incomplete traceability system is not perfect; the social management pattern is not formed. (3) based on the supervision experience and problem research, put forward countermeasures and suggestions to improve the circulation of food safety supervision in Yueqing City: institutional reform should enrich the circulation of food safety supervision capacity; construction of food circulation safety inspection system; strengthen the farmers market standardization transformation, enhance the level of food safety; establish a sound system to control the circulation of food safety standards to further accelerate; carry out food safety training education, the formation of social management pattern.
