【摘要】：城镇化是我国社会发展的一个必经过程,推进城镇化进程的本质是把农民工转化为城市居民的一个过程,提升农民工综合素质和职业技能必是我国政府面临的一大课题。2014年3月16日在新华社发布了《国家新型城镇化规划(2014-2020年)》,规划中明确提出要完善公共就业创业服务体系,加强农民工职业技能培训,提高就业创业能力和职业素质;鼓励高等学校、各类职业院校和培训机构积极开展职业教育和技能培训,推进职业技能实训基地建设;鼓励农民工取得职业资格证书和专项职业能力证书等。以往对农民工职业培训方面的研究较多,但从特定技能方面研究的却几乎没有,本文以物流这一特定技能为切入点,结合国家新型城镇化规划和重庆市物流产业的快速发展背景,采用文献研究法和大量的问卷调查、访谈调查,详细剖析了农民工融入城市的核心影响因素即就业问题,影响其就业问题的关键因素即农民工自身素质和职业技能,针对如何提升农民工的职业技能,本文结合重庆市物流行业一线技能人才匮乏的现状,探讨政府主导下的农民工物流技能培训职能,构建了基于不同需求和不同文化层次的物流技能培训模式,最后从政府的立场提出农民工物流技能培训的保障性政策建议。本文第一章概述了重庆市城镇化进程中农民工物流技能培训的现状,第二章根据实际的问卷调查和访谈调查情况分析了重庆市农民工物流技能培训的关键因素,基于第一、二章对重庆市农民工物流技能培训的现状、关键因素的调查分析,在第三章构建了基于不同需求和不同文化层次的物流技能培训模式,最后第四章从政府的立场提出农民工物流技能培训的保障性政策建议。通过本文的研究得出以下基本结论:一是城镇化进程中,必须提升农民工综合素质和职业技能;二是在重庆市物流产业快速发展时期,需要大批具有物流技能的一线人才;三是在有大量综合素质较低、职业技能缺乏的农民工涌现和物流企业需要大量一线技能人才的现状下,政府、高职院校(培训机构)和企业需要共同探索出合理有效的物流技能培训模式,政府需要进一步完善和制定出相应的保障性政策。

The training of migrant workers occupation, but research from the specific skills, but almost no, this paper takes Logistics This particular skill as the starting point, combined with the national new urbanization plan and Chongqing city logistics industry rapid development background, using the method of literature research and a questionnaire survey, interview survey, a detailed analysis of the impact of migrant workers into the city's core factors that influence the employment problem, the employment problem of the key factors is the quality of migrant workers and occupation skill, in order to enhance the migrant workers occupation skills, combined with the lack of a skilled personnel present situation of Chongqing logistics industry, to explore the government under the leadership of the migrant workers skills training logistics functions, build different needs and different cultural level logistics mode based on skill training, and finally puts forward the migrant workers skills training logistics security policy recommendations from the government position. Through the study of this paper draws the following conclusions: one is in the process of urbanization, migrant workers must improve the comprehensive quality and occupation skills; two is in the rapid development of Chongqing's logistics industry period, need a large number of front-line personnel with logistics skills; three is in a large number of comprehensive quality low skilled migrant workers occupation of government and logistics enterprises need a large number of emerging first-line skilled talents, higher vocational colleges (training, The training institutions and enterprises need to explore a reasonable and effective training model for logistics skills, and the government needs to further improve and formulate corresponding safeguards.
