北京“市府东移”背景下通州区城市扩展模拟与管控启示

【摘要】：在北京快速推进"市府东移"战略背景下,科学认识通州城市扩展的驱动机制,并准确把握新设"城市副中心"后城市扩展的可能情景及其空间管控政策,将对顺利实现首都功能空间重构与有序增长产生重要的支撑价值。通过构建空间逻辑斯蒂模型和元胞自动机城市扩展模型,阐释了通州城市空间扩展的基本机制,定量模拟与评估通州沿袭既有规律的发展情景和城市副中心建设情景,研判城市空间增长所面临的各类风险,进而提出了新时期通州城市有序扩展的空间管控建议。研究发现:1)受全市单中心圈层式布局的影响,通州区的基础设施建设、产业发展重点区与人口集聚区均高度重叠于通州新城与近亦庄新城乡镇,共同驱动城市扩展空间格局的形成;2)城市副中心建设情景将进一步增加通州新城的城市扩展速度,与沿袭既有规律的发展情景相比较建设用地的扩展重心将往东北方位移动近4km、通州新城区域景观多样性指数显著降低、景观破碎度指数增加,呈北部连片蔓延、南部趋于相对紧缩的城镇发展格局;3)科学运用城市发展的空间管制方案、规划引导作用和空间发展战略,严防城市连片、蔓延和单极化倾向。
[Abstract]:Under the background of Beijing's strategy of "moving the city to the east", the driving mechanism of Tongzhou's urban expansion is scientifically understood, and the possible scenarios and spatial control policies of the urban expansion after the establishment of the new "sub-center" are accurately grasped. It will have important support value for the smooth realization of capital functional space reconstruction and orderly growth. Through the construction of spatial logic Stey model and cellular automata urban expansion model. This paper explains the basic mechanism of urban space expansion in Tongzhou, quantitatively simulates and evaluates the situation of the development of Tongzhou following the existing laws and the construction of the sub-center of the city, and studies all kinds of risks faced by the growth of urban space. And then put forward the space management and control suggestion of the orderly expansion of Tongzhou city in the new period. The study found that: 1) affected by the layout of the single center of the whole city, the infrastructure construction of Tongzhou district. The key areas of industrial development and population agglomeration areas are highly overlapped in Tongzhou New City and near Yizhuang New Town township, jointly driving the formation of urban expansion spatial pattern; 2) the construction situation of the sub-center will further increase the speed of urban expansion in Tongzhou New City, and the center of gravity of the construction land will move nearly 4km to the northeast compared with the development scenario of the existing laws. The landscape diversity index of Tongzhou New Town decreased significantly, the landscape fragmentation index increased, and it was spread in the north, and the southern part tended to be relatively compact urban development pattern. 3) the scientific application of the spatial control scheme of urban development, the planning of the guiding role and the spatial development strategy, the strict prevention of urban linkage, the tendency of spreading and unipolarization.
