改革开放以来我国休假制度变迁研究

【摘要】：休假不仅是国家给予公民的福利,更是公民的一项基本权利;既是一种经济模式,又是一种重要的文化形式。改革开放三十多年来,随着我国经济社会的发展,休假制度经历了多次重大变革,其发展速度前所未有。休假制度是社会制度的一部分,不仅体现了经济社会发展水平,也关系到每个公民的切身利益。通过对改革开放以来我国休假制度变迁的考察,将有助于厘清休假制度发展演进的基本脉络,把握其发展的主要方向,为休假制度的进一步完善奠定坚实的理论基础,为公民生活质量的持续提升提供重要保障。文章系统梳理了国内外有关休假制度研究的现状,明确了休息、休闲与休假之间的区别,并进一步界定了休假制度的内涵和外延。尝试对改革开放以来我国休假制度发展历程做三个阶段的划分:从1978年到1995年为恢复与实践阶段,从1995年到2008年为探索与发展阶段,从2008年至今为调整与完善阶段。我国休假制度变迁体现了四个方面的特征:由合法性逻辑向合理性逻辑的转变,由政治导向到经济导向的转变,由单一效益向综合效益的转变以及休假制度逐步与国际接轨。文章认为休假制度发展的动力源自于国民休闲意识的觉醒,休假制度改革实际上体现出对传统文化的尊重,假日经济在很大程度上推动着我国休假制度的调整,同时,休假制度变迁也是不同利益主体之间不断的博弈的结果。文章特别讨论了我国当前休假制度面临的三个主要问题:关于“探亲假”的废与留,关于“黄金周”制度的利与弊,关于带薪休假制度实施的困境。最后,文章对我国休假制度发展的未来提出了展望,鉴于国外部分国家休假制度的实践,未来休假制度应越来越体现以人为本的理念,制度体系将越来越完善,带薪休假或将成为未来休假制度的重要方向,制度的综合效益也将越来越明显。
[Abstract]:Leave is not only a welfare granted by the State, but also a fundamental right of citizens; It is not only an economic model, but also an important cultural form. Since the reform and opening up for more than 30 years, with the development of our country's economy and society, the vacation system has undergone many important changes. The leave system is a part of the social system and not only reflects the level of economic and social development. Also related to the vital interests of each citizen. Through the reform and opening up since the reform and opening up of China's vacation system changes, it will be helpful to clarify the basic context of the evolution of the leave system development, grasp its main direction of development. For the further improvement of the leave system to lay a solid theoretical foundation for the continuous improvement of the quality of life of citizens to provide an important guarantee. The difference between leisure and vacation. And further define the connotation and extension of the leave system. Try to do three stages of the development of the leave system since the reform and opening up: from 1978 to 1995 as the recovery and practice phase. The changes of leave system in our country reflect the characteristics of four aspects: the transformation from legitimacy logic to rational logic, from political orientation to economic orientation. From a single benefit to a comprehensive benefit of the transition and leave system gradually in line with the international. The article thinks that the motive force of the development of leave system comes from the awakening of Yu Guomin's leisure consciousness. In fact, the reform of the vacation system reflects the respect for the traditional culture, holiday economy to a large extent promotes the adjustment of the holiday system in China, at the same time. The change of leave system is also the result of the continuous game between different stakeholders. This paper discusses the three main problems facing the current vacation system in China: the abolition and retention of "family leave". On the advantages and disadvantages of the "Golden week" system, on the plight of the implementation of the paid leave system. Finally, the article puts forward a prospect for the future of the development of the leave system in China, in view of the practice of some countries abroad. The future vacation system should more and more embody the idea of people-oriented, the system system will be more and more perfect, the paid vacation may become an important direction of the future vacation system, and the comprehensive benefits of the system will become more and more obvious.
