公平正义视阈下的苏州市区就业援助研究

【摘要】:就业援助的公平性是促进就业、稳定就业的前提条件,主要包括接受援助的权利平等、获得援助的机会均等以及援助结果的公平等多个方面。实施公平的就业援助可帮助就业困难人员实现就业,获得生存发展权,也有利于促进就业,保障社会的和谐发展。党的十八届三中全会提出要“促进以高校毕业生为重点的青年就业和农村转移劳动力、城镇困难人员、退役军人就业。”就业援助必将成为稳定就业形势、构建和谐社会的重要内容。本文以苏州市市区的就业援助为研究对象。首先,对公平正义观进行理论解读,为全文奠定理论基础。其次,以苏州市市区为例,介绍就业援助的历史发展阶段和就业援助的主体、客体、实施途径、政策支持、资金来源等主要内容。对就业援助的起点公平、过程公平和结果公平进行剖析。本文认为,在就业援助的起点公平方面存在着户籍限制和就业困难人员认定界限缺乏合理的利益归属问题;在过程公平方面,就业援助存在着高度行政化、功能不均衡和地区不平衡方面的问题;在结果公平性方面,就业援助存在着促进就业成效不高、创业扶持偏差以及保障水平滞后等问题。本文借鉴了英国、美国、日本和香港等地的就业援助,最后针对就业援助起点、过程和结果公平性所存在的问题提出了完善就业困难人员认定模式、提高就业援助的配套服务以及构建多层次的就业援助等建议。
[Abstract]:The equity of employment assistance is a prerequisite for promoting employment and stabilizing employment, mainly including equal rights to receive assistance. Equality of opportunity in access to assistance and equity in the results of aid... the implementation of equitable employment assistance can help persons in difficult employment to achieve employment, acquire the right to survival and contribute to employment promotion, Ensuring the harmonious development of society. The third Plenary session of the 18 CPC Central Committee put forward that "promoting the employment of young people with emphasis on college graduates and the transfer of labor in rural areas, the employment of people in difficulty in cities and towns, and the employment of retired servicemen." Employment assistance will surely become a stable employment situation. This paper takes the employment assistance of Suzhou city as the research object. Firstly, it makes a theoretical interpretation of the view of fairness and justice, which lays the theoretical foundation for the whole text. Secondly, taking Suzhou city as an example, the article takes the urban area of Suzhou as an example. This paper introduces the historical development stage of employment assistance and the main contents of employment assistance, such as the subject, object, implementation approach, policy support, source of funds, etc. It analyzes the starting point, process fairness and result equity of employment assistance. In the aspect of the starting point of employment assistance, there are problems such as the limitation of household registration and the lack of reasonable interest attribution in the boundary of employment difficulty personnel, and in the aspect of process fairness, the employment assistance has a high degree of administration. In terms of the fairness of the results, the employment assistance has some problems, such as poor employment promotion, bias in entrepreneurship support and lagging security level. This paper draws lessons from the United Kingdom, the United States, the United States, and the United States, the United States, the United States, the United States, the United States, and the United States. Japan and Hong Kong and other places of employment assistance, finally in view of the employment assistance starting point, the process and the results of the problems of fairness, put forward to improve the employment difficulty personnel identification model. To improve employment assistance support services and to build multi-level employment assistance and other proposals.
