基于系统成熟度的国家创新生态评价指标研究

【摘要】：科学技术和社会发展的深度融合,使得国家的可持续发展更加依赖于科技创新。如何评价一国发展创新的基础条件和努力程度,这催生了从能力、知识生产力、竞争力等多元视角对国家创新的解读。为了更好考察创新要素和环境形成,引入创新生态理论,借鉴其关于创新主体、要素与其外部环境共生演化的论述,提出一个自组织的国家创新生态理解框架:通过系统服务提供和驱动力变化的相互作用,最终实现创新生态成熟的系统目标;将这一目标进行分解,从环境、机构、资源、人才和市场等要素性条件的演化互动入手,建立评价指标体系,在具体指标中更注重描述创新的生长性以及对产业、社会生态的改造升级。评价理论和体系的形成有助于对各国创新生态成熟度进行测度,比较优势与不足,为战略性的政策思考提供实证依据。
[Abstract]:The deep integration of science, technology and social development makes the sustainable development of a country more dependent on science, technology and innovation. In order to better investigate the formation of innovation elements and environment, this paper introduces the theory of innovation ecology, and draws lessons from its exposition on the subject of innovation, the symbiotic evolution of elements and its external environment. A self-organizing framework for understanding national innovation ecology: ultimately achieving the system goal of innovation ecology maturity through the interaction of system service delivery and driving force change; decomposing this goal from the environment, institutions, resources, Starting with the interaction of the evolution of the essential conditions, such as talent and market, the evaluation index system is established, in which more attention is paid to the description of the growth of innovation and the development of industry. The formation of evaluation theory and system is helpful to measure the innovation ecological maturity of various countries, to compare the advantages and disadvantages, and to provide an empirical basis for strategic policy thinking.
