生态型政府与深度城镇化的路径选择

【摘要】：城镇化是社会发展的必然,改革开放30多年以来,我国城镇化进程取得长足发展,社会经济水平有很大提高。与此同时城镇化的推进也带来了诸多问题,特别是自然环境破坏、生态失衡、人居环境恶化等。在城镇化进程中,如何深度城镇化、提高城镇化质量、统筹兼顾城镇化与生态文明之间的关系显得尤为重要。生态型政府是可持续发展、建设生态文明的必然选择,生态型政府理念的提出为深度城镇化过程中以上问题的解决提供了思路。推行绿色GDP考核机制,转变经济增长方式;加强"三农"投入,统筹兼顾城乡发展;加快生态立法,建立生态补偿机制;推广环保理念,提高人民生态素质等,应当是深度城镇化中好的路径选择。
[Abstract]:Urbanization is a necessity of social development. Since the reform and opening up for more than 30 years, the process of urbanization in China has made great progress, and the social and economic level has been greatly improved. At the same time, the advancement of urbanization has also brought many problems, especially the destruction of the natural environment. In the process of urbanization, how to deepen urbanization, improve the quality of urbanization and take into account the relationship between urbanization and ecological civilization is particularly important. The idea of ecotypic government provides a way to solve the above problems in the process of deep urbanization. We should carry out the green GDP examination mechanism, change the mode of economic growth, strengthen the input of "agriculture, rural areas and farmers". It should be a good path choice to accelerate ecological legislation, establish ecological compensation mechanism, popularize the concept of environmental protection and improve people's ecological quality.
