哈长城市群形成发育现状与整合路径研究

【摘要】：作为我国大力发展的十个城市群之一,哈长城市群的地域十分的辽阔,当前正处于城市群的上升和发展阶段。笔者从经济与产业、资源环境承载力、城镇空间结构体系和对外开放水平等方面,系统分析了哈长城市群的发育现状,总结了行政区划复杂,协作水平较低;产业结构有待优化,市场化程度较低,经济活力不足;综合竞争力不强,城市发展受到制约是阻碍哈长城市群发展的突出问题。最后,提出通过全面提升城市竞争力、发挥产业整合中市场的决定性作用、提升城市群的自主创新能力、营造公平的市场竞争环境、整合城乡生态环境等手段提升哈长城市群的发展水平,主要围绕战略层面、产业层面、城市规划层面对其进行系统规划和布局。
[Abstract]:As one of the ten urban agglomerations in China, the region of Ha-Chang urban agglomeration is very vast, and it is now in the rising and developing stage of urban agglomeration.From the aspects of economy and industry, the carrying capacity of resources and environment, the system of urban spatial structure and the level of opening to the outside world, the author systematically analyzes the present situation of the development of Ha-Chang urban agglomeration, and concludes that the administrative division is complex and the level of cooperation is low.The industrial structure needs to be optimized, the degree of marketization is low, the economic vitality is insufficient, the comprehensive competitiveness is not strong, and the urban development is restricted is the outstanding problem that hinders the development of Harbin and Changzhou urban agglomeration.Finally, it is proposed to promote the ability of independent innovation of urban agglomeration and create a fair market competition environment by comprehensively enhancing the competitiveness of cities, giving play to the decisive role of the market in industrial integration, and promoting the independent innovation ability of urban agglomerations.Integration of urban and rural ecological environment and other means to enhance the level of development of the urban agglomeration, mainly around the strategic level, industrial level, urban planning level to carry out systematic planning and layout.
