菏泽市离退休干部人力资源开发问题研究

【摘要】:自我国1999年进入老龄化社会以来,人口老龄化加速发展。它是我国社会发展的必然历程,同时又带来许多政治、经济和社会问题。“十二五”时期,我国迎来了第一个老龄人口的快速增长时期,这更进一步加快了我国迈入老龄化社会的步伐,预计到2055年老年人口将增至4.87亿,约占总人口的35%。因此,为应对人口老龄化带来的消极影响,必须改变传统的人力资源开发利用模式,进行老年人力资源开发。离退休干部是老年群体中的优秀代表,理应得到充分重视和合理利用。本文以离退休干部为研究群体,以菏泽市离退休干部为调查对象,采用入户走访、问卷调查、召开座谈会等方法开展实证研究,从理论角度和实证调查角度对菏泽市离退休干部人力资源开发现状、特点、主要做法、存在的问题等方面进行调查,从调查数据和离退休干部反映的开发现状可以看出,目前多数离退休老干部非常希望他们的智力和经验得到有效地开发,但是由于社会对离退休干部的认识和观念存在偏差,离退休干部人力资源开发机制不健全,离退休干部管理部门组织引导工作不得力,老干部对自身的价值判断不准确等因素的影响,菏泽市离退休干部人力资源开发工作的进程受到了严重的制约。对此,本文提出了相应的对策:一是树立离退休干部人力资源开发新理念;二是以政府为主导,构建完善的政策制度体系;三是完善离退休干部人力资源管理工作;四是挖掘离退休干部人力资源自身潜力。从社会、国家、离退休干部管理部门和离退休干部自身四个角度分别提出具有针对性和可操作性的建议,以达到合理开发离退休干部人力资源的目的。
[Abstract]:Since our country entered the aging society in 1999, the aging of the population has accelerated.It is the inevitable course of China's social development, but also brings a lot of political, economic and social problems.During the "12th Five-Year Plan" period, China ushered in the first period of the rapid growth of the aging population, which further accelerated the pace of our country into an aging society. It is estimated that by 2055 the elderly population will increase to 487 million, accounting for about 35% of the total population.Therefore, in order to cope with the negative impact of the aging population, we must change the traditional mode of human resources development and utilization, and carry out the development of human resources for the elderly.Retired cadres are the outstanding representatives of the elderly group, should be fully valued and reasonable use.This paper takes retired cadres as a research group and retired cadres in Heze City as research objects, and conducts empirical research by means of household visits, questionnaires, symposiums, etc.This paper investigates the current situation, characteristics, main methods and existing problems of human resource development of retired cadres in Heze City from the angle of theory and empirical investigation. It can be seen from the survey data and the current situation of development reflected by retired cadres.At present, most retired old cadres very much hope that their intelligence and experience will be effectively developed. However, due to the deviation in the understanding and concept of retired cadres in society, the human resources development mechanism for retired cadres is not perfect.The process of human resource development of retired cadres in Heze is seriously restricted by factors such as ineffective organization and guidance of retired cadres and inaccurate judgment of their own value.In this paper, the corresponding countermeasures are put forward: first, to establish a new concept of human resources development for retired cadres; second, to establish a sound policy system led by the government; third, to perfect the human resources management of retired cadres;Fourth, tap the human resources potential of retired cadres.From the social, national, retired cadres management departments and retired cadres themselves, respectively, put forward pertinence and maneuverability suggestions, in order to achieve the purpose of rational development of retired cadres' human resources.
