大湘西城镇化建设进程及对策研究

【摘要】：经济发展与城镇化建设是相互促进,相互协调的。经济的发展会带动城镇化的进程,而城镇化建设合理发展,有助于实现的经济可持续发展。城镇化建设不仅利于解决三农问题,也利于产业结构升级和扩大内需,促进经济发展。世界城镇化进程目前已经由发达国家转移到发展中国家,中国目前已经处于城镇化加速阶段。近年来,由于国内良好的经济环境以及国家政策的扶持,大湘西经济发展迅速,城镇化水平迅速提高,城镇建设逐步完善。大湘西地处偏远经济发展水平低下,城镇建设相对落后,城镇化水平不仅落后于全国平均水平,也落后于湖南平均水平。合理的城镇化建设不仅利于大湘西经济有序发展,也利于大湘西生态环境的保护和当地人民生活水平的提高。国内外关于城镇化的研究众多,理论也十分丰富,但是对湘西的研究相对较少。本文在国内外先进的城镇化经验指导下,对大湘西城镇化建设进行研究。首先,本文利用数据分析和总结了大湘西不同州市人口城镇化、产业城镇化的主要特征。通过分析得出结论:大湘西的人口城镇化水平低,落后于全国和湖南平均水平;大湘西的产业城镇化呈现发展速度快、水平低、区域内产业发展不平衡的特点。其次,从生态环境、城镇建设、城镇规划和管理以及产业结构等方面分析和总结了大湘西城镇化存在的主要问题。最后,针对大湘西城镇化存在的问题,本文提出了:树立科学发展观,加强生态环境建设;筹集资金,加快城镇基础设施建设;引进和培养人才,合理规划城镇体系;优化产业结构,加强经济支撑等加快大湘西城镇化建设的相关对策。
[Abstract]:Economic development and urbanization are mutually promoted and coordinated.The development of economy will drive the process of urbanization, and the reasonable development of urbanization construction will help to realize the sustainable development of economy.Urbanization is not only conducive to solving the problems of agriculture, countryside and farmers, but also conducive to upgrading industrial structure and expanding domestic demand and promoting economic development.The process of urbanization in the world has been transferred from developed countries to developing countries, and China is now in the accelerating stage of urbanization.In recent years, due to the favorable domestic economic environment and the support of national policies, the economy of Western Hunan has developed rapidly, the level of urbanization has been raised rapidly, and the construction of cities and towns has been gradually improved.The level of economic development is low, the construction of cities and towns is relatively backward, and the level of urbanization is not only lagging behind the national average level, but also lagging behind the average level of Hunan Province.Reasonable urbanization is not only conducive to the orderly development of economy, but also conducive to the protection of ecological environment and the improvement of local people's living standard.There are a lot of researches on urbanization at home and abroad, and the theory is also very rich, but the research on Xiangxi is relatively few.Under the guidance of advanced urbanization experience at home and abroad, this paper studies the urbanization construction in West Hunan.Firstly, this paper analyzes and summarizes the main characteristics of urbanization and industry urbanization in different cities of western Hunan.The conclusions are as follows: the urbanization level of population in West Hunan is low, which lags behind the average level of the whole country and Hunan, and the industry urbanization in West Hunan shows the characteristics of rapid development, low level and unbalanced industrial development in the region.Secondly, the main problems of urbanization in West Hunan are analyzed and summarized from the aspects of ecological environment, urban construction, urban planning and management, and industrial structure.Finally, in view of the problems existing in the urbanization of Western Hunan, this paper puts forward the following points: establishing the scientific development view, strengthening the ecological environment construction, raising funds, speeding up the construction of urban infrastructure, introducing and training talents, and rationally planning the urban system;Optimize the industrial structure, strengthen economic support and other measures to speed up the urbanization of Western Hunan.
