城镇化进程中制造业空间布局演进趋势及影响因素研究

【摘要】:随着以人为核心的新型城镇化的推进,越来越多的农村人口进入城市安家落户,城市人口密度也越来越大,这对城市的发展提出了新的巨大的挑战,十八届三中全会《决定》提出,“要完善城镇化健康发展体制机制,推动大中小城市和小城镇协调发展,产业和城镇融合发展,优化城市空间结构,增强城市的综合承载能力”。其中,城市空间结构首先表现在产业的空间结构布局上。城市中心人口的聚集,带动服务业在城市内部集聚发展,与此同时,制造业却发生了一次大的空间转移,逐步往城市外围(郊区)布局,特别是那些污染密集型和资源密集型制造产业。新型城镇化不仅仅是城市人口和城市规模的扩张,更重要的是城市的发展质量,包括人的生活质量以及环境质量等,这些都会在一定程度上对制造业的空间布局会产生影响。随着城镇化的继续向前推进,很多大城市在发展过程中会不断在郊区建设卫星城镇或者工业城镇,逐渐往多层次、多中心方向发展,可以说众多大城市的郊区地带已经慢慢成为其重新布局产业和人口的战略要地。本文以长沙市为研究对象,利用2002-2012年城市统计年鉴、1998-2011年中国工业企业数据库以及1998-2014年长沙市国民经济与社会发展统计公报等数据,首先统计分析长沙市制造业空间布局演进趋势,接着实证分析空间布局背后的影响因素。研究表明:第一,统计分析得知,1998年以来长沙市制造业空间分布呈现出明显的郊区化发展趋势;同时,长沙市制造业空间分布的郊区化水平与速度同其城镇化发展呈现出一致的变动趋势,这说明长沙市的制造业郊区化发展与城镇化之间具有高度的相关关系。第二,区位通达性、政府“退二进三”政策以及开发区的设立是长沙市制造业空间扩散的主要影响因素,同时,环境保护也对制造业空间布局产生显著的限制作用。第三,影响制造业空间布局的区位因素在不同类型制造业行业间存在一定的差异性。开发区的设立对高新技术产业的吸引力明显大于污染密集型产业,污染密集型产业具有更加明显的远郊区发展趋势。本研究结论有助于决策者正确认识城市制造业空间布局机制,更有效的引导制造业空间分布和优化城市产业空间结构与功能体系。
[Abstract]:With the advancement of the new type of urbanization, more and more rural people enter the city to settle down, and the density of the urban population is increasing, which poses a great new challenge to the development of the city. The "decision" of the third Plenary session of the 18th CPC Central Committee put forward, "it is necessary to improve the institutional mechanism for the healthy development of urbanization, to promote the coordinated development of large, medium-sized and small cities and towns, to integrate industry with urban development, and to optimize the urban spatial structure." Enhance the comprehensive carrying capacity of the city. Among them, the urban spatial structure first displays in the industrial spatial structure layout. The agglomeration of the urban center population has led the service industry to gather and develop within the city. At the same time, the manufacturing industry has undergone a major spatial shift, gradually moving to the periphery of the city (the suburbs). Especially those pollution-intensive and resource-intensive manufacturing industries. New urbanization is not only the expansion of urban population and urban scale, but also the quality of urban development, including the quality of human life and environmental quality, which will affect the spatial distribution of manufacturing industry to a certain extent. As urbanization continues to move forward, many large cities will continue to build satellite towns or industrial towns in the suburbs in the process of development, gradually moving towards multiple levels and multi-center directions. It can be said that the suburbs of many big cities have gradually become the strategic land for redistributing industries and population. Taking Changsha City as the research object, this paper makes use of the data of the 2002-2012 Yearbook of Urban Statistics and the China Industrial Enterprise Database from 1998 to 2011, as well as the statistics bulletin of the national economy and social development of Changsha City from 1998 to 2014, etc. Firstly, the evolution trend of manufacturing spatial layout in Changsha is statistically analyzed, and then the influencing factors behind spatial layout are empirically analyzed. The results show that: first, the statistical analysis shows that the spatial distribution of manufacturing industry in Changsha City has shown an obvious trend of suburbanization since 1998, and at the same time, The level and speed of suburbanization of manufacturing industry in Changsha show a consistent trend with the development of urbanization, which indicates that there is a high correlation between the development of manufacturing suburbanization and urbanization in Changsha. Secondly, location accessibility, government policy of "retreat from two to three" and the establishment of development zone are the main factors influencing the spatial diffusion of manufacturing industry in Changsha. At the same time, environmental protection also exerts a significant restriction on the spatial distribution of manufacturing industry. Thirdly, there are some differences between different types of manufacturing industries. The attraction of the establishment of the development zone to the high-tech industry is obviously greater than that of the pollution-intensive industry, and the pollution-intensive industry has a more obvious development trend in the far suburbs. The conclusion of this study is helpful for the decision-makers to understand the spatial distribution mechanism of urban manufacturing industry correctly and to guide the spatial distribution of manufacturing industry and optimize the spatial structure and function system of urban industry more effectively.
