越南谅山省政府促进农村劳动力就业作用研究

【摘要】:就业是民生之本,事关一个国家的经济发展、社会稳定和人民幸福。对政府来说,促进就业是政府应有的职能和责任。在拥有丰富人力资源的发展中国家——越南,就业问题尤为迫切,因此,研究政府如何促进就业,如何发挥作用,很有现实意义。事实上,促进就业是越南党和国家现在特别感兴趣的一个经济社会问题。在政策制定和执行方面,自党重建(1986年)以来,国家和社会一直在努力创造给劳动者更多的就业机会;在经济转型成为商品经济下的国有主导的社会主义管理的市场机制,国家针对就业,投资和发展,实施了一系列广泛的扩大生产和服务行业多元化的政策;为了满足就业供需平衡,促进就业发展,设立了劳动力市场。据统计,在1996-2000年期间,越南每年就创造了12万个就业岗位;在2001-2010年间,每年创造了17万个新岗位。与此同时,调整就业结构,提高制造业和服务业工人的比例,降低农业劳动人口的比例。这些措施促进了就业的发展,取得了一定的成效,但也还有很大的改进空间。近年来,越南谅山省自然增长的人口及外来人口逐渐增加,人口压力和就业压力有增无减,影响了城市化进程和质量,造成了一定的社会问题。本文在借鉴其它国家经验的基础上,以政府职能、人力资源开发和劳动力转移等相关理论为视角,研究如何充分发挥政府促进就业的职能,推动农村劳动力转移,发挥政府在促进就业中的积极作用,以解决谅山省农村地区剩余劳动力的就业问题,并找到促进社会及经济发展的有效路径。
[Abstract]:Employment is the foundation of people's livelihood, which is related to a country's economic development, social stability and people's happiness. To the government, promoting employment is the government's function and responsibility. In Vietnam, a developing country with abundant human resources, the problem of employment is particularly urgent. Therefore, it is of practical significance to study how the government promotes employment and how to play its role. In fact, promoting employment is an economic and social issue of particular interest to the Vietnamese party and state. In terms of policy formulation and implementation, since the reconstruction of the Party (1986), the State and society have been striving to create more employment opportunities for workers; in the process of economic transformation, they have become the market mechanism of the state-owned dominant socialist management under the commodity economy. For employment, investment and development, the state has implemented a series of policies to expand the diversification of production and service industries; in order to meet the balance of supply and demand of employment and promote the development of employment, the labor market has been established. According to statistics, Vietnam created 120000 jobs a year between 1996 and 2000 and 170000 new jobs a year between 2001-2010. At the same time, adjust the structure of employment, increase the proportion of manufacturing and service workers, and reduce the proportion of agricultural workers. These measures have promoted the development of employment, achieved some results, but there is still a lot of room for improvement. In recent years, the natural increase of population and foreign population in Lang Shan Province of Vietnam is increasing gradually, the pressure of population and employment is increasing unabated, which has affected the process and quality of urbanization and caused certain social problems. Based on the experience of other countries, this paper studies how to give full play to the government's function of promoting employment and promoting the transfer of rural labor force from the perspective of government function, human resource development and labor force transfer. The government should play an active role in promoting employment in order to solve the employment problem of surplus labor force in the rural areas of Langshan province and find an effective way to promote social and economic development.
