大都市区的演进趋势与经济增长

【摘要】：在城市化率超过50%以后,大都市区凭借综合性和整体性优势,构成一国经济增长的中枢。我国传统城市化模式导致的单中心城市拥挤效应严重,中小城镇投资效率偏低,成为近年来经济减速的重要成因。在市场机制的驱动下,中心城市功能扩散与城乡统筹发展的趋势、"汽车社会"与"地铁时代"的来临正在推动大都市区形成。大都市区的规模扩展与基础设施投资、房地产业发展、产业结构升级、人力资本与创新能力的集聚与外溢将成为经济持续增长的动力。大都市区要实现效率性、包容性、可持续发展,应科学制定规划,遵循分期开发的原则,改善基础设施与市政公共服务,与中小城市协调发展。
[Abstract]:After the urbanization rate exceeds 50%, the metropolitan area forms the center of a country's economic growth by virtue of its comprehensive and holistic advantages. In recent years, the traditional urbanization mode of our country has resulted in the serious congestion effect of single-center cities and the low investment efficiency of small and medium-sized towns, which has become an important cause of economic slowdown in recent years. Driven by the market mechanism, the function diffusion of central city and the trend of urban and rural development as a whole, the coming of "automobile society" and "subway age" are promoting the formation of metropolitan area. The scale expansion and infrastructure investment, the development of real estate industry, the upgrading of industrial structure, the agglomeration and spillover of human capital and innovation ability will become the driving force of sustained economic growth. In order to realize efficiency, inclusiveness and sustainable development, metropolitan areas should make scientific plans, follow the principle of phased development, improve infrastructure and municipal public services, and coordinate their development with small and medium-sized cities.
