巴里坤县公租房住户满意度研究

【摘要】：近年来低收入居民住房困难的问题已演变成了一个社会问题,并成为政府部门关注的焦点。在这种情况下政府部门加大了保障性住房建设的力度,而公共租赁房的营运管理渐渐成为保障房投资的重点。同样的,巴里坤县(巴里坤哈萨克自治县的简称)部分居民也面临着住房困难问题,且更为突出。自2011年起,巴里坤县开始大规模建设公租房,但由于监督力度不足等原因导致公租房的后期运营管理过程中问题频发,尤其是基础设施建设与公共服务不到位而导致的住户满意度不高的问题日益突出。为了解巴里坤县居民的居住现状与其对未来发展的期望,笔者通过问卷调查的方式进行入户访问,同时对通过问卷调查获取的数据进行梳理统计,结合相关理论进行深入剖析,试图找到影响公租房住户满意度的关键性因素,并针对不同影响因素所引起的问题提出解决的措施。论文的主要结论包括:首先,基于顾主满意度理论,论文借助美国、瑞典以及中国三个国家的CSI模型来构建公共租赁房住户满意度的评价模型,将顾客抱怨和忠诚转变成政府部门为公租房住户提供更优质的公共服务的参考依据,并结合预调结果建立了初始指标体系。同时,将引入政策公开,申请公平等感知公平作为本研究建立较完善满意度评价指标体系的参考标准之一,并逐步筛选初始构造的评价指标,最终获得较为能够全面地反映住户心声的指标体系。其次,以巴里坤县城东新区的入户问卷调查数据为基础,借助模糊综合评价法对巴里坤县公租房住户进行居住满意度分析,结果显示住户满意度在“不满意”与“一般满意”的取值之间,且更偏于“一般”。再次,利用IPA模型进一步分类归纳影响巴里坤县公共租赁房住户满意度的关键性因素。结果显示:水电气公共设施,房屋隔音保温效果,医疗和卫生等九项指标的满意度偏低,表明巴里坤县公租房规划建设过程中基础设施与公共服务等的配套建设与运营管理水平均有待提高,这也是本研究拟解决的关键问题。最后,根据研究结论,从承租者(住户)的立场出发,就关键影响因素存在的问题提出相应的解决建议。
[Abstract]:In recent years, the housing problem of low-income residents has become a social problem, and has become the focus of government. In this case, the government has stepped up the construction of affordable housing, and the operation and management of public rental housing has gradually become the focus of indemnificatory apartment's investment. Similarly, some residents of Barikun Kazakh County face housing problems, which are even more prominent. Since 2011, Balikun County began to build large-scale public rental housing, but due to insufficient supervision and other reasons, the late operation and management process of public rental housing problems occur frequently. In particular, the problem of low household satisfaction caused by inadequate infrastructure construction and public services has become increasingly prominent. In order to understand the living situation of residents in Barikun County and their expectations for future development, the author conducted household visits by means of questionnaires, combed the data obtained through questionnaires, and analyzed the relevant theories. This paper tries to find out the key factors that affect the satisfaction of public housing tenants, and puts forward some measures to solve the problems caused by different factors. The main conclusions are as follows: first of all, based on the theory of customer satisfaction, this paper uses the CSI model of the United States, Sweden and China to construct the evaluation model of public rental housing household satisfaction. The customer complaint and loyalty are transformed into the reference basis for the government to provide better public service for the public housing tenants, and the initial index system is established in combination with the pre-adjustment results. At the same time, the introduction of policy openness, application fairness and other perceived fairness as one of the reference criteria for the establishment of a more complete satisfaction evaluation index system, and gradually screening the initial structure of the evaluation index. Finally, an index system that can reflect the aspirations of households is obtained. Secondly, based on the data of household survey in Chengdong New District of Barikun County, this paper analyzes the residential satisfaction of residents of public rental housing in Barikun County by means of fuzzy comprehensive evaluation method. The results showed that the household satisfaction was between "unsatisfactory" and "general satisfaction", and was more "average". Thirdly, the IPA model is used to classify the key factors that affect the satisfaction of public rental housing in Barikun County. The results showed that the satisfaction degree of nine indexes, such as water and electric public facilities, sound insulation and insulation of buildings, medical treatment and sanitation, was on the low side. It shows that the supporting construction and operation management level of infrastructure and public services need to be improved in the process of planning and construction of public rental housing in Balikun County, which is also the key problem to be solved in this study. Finally, according to the conclusion of the study, from the tenant's standpoint, the paper puts forward the corresponding solutions to the problems existing in the key influencing factors.
