满意度评估导向的就业政策资源优化配置研究——结合宏微观信息的多项目实证分析

【摘要】:本文利用2008年世界银行调查数据,通过多层倾向值匹配解决内生性问题,在异质性条件下进行积极就业多项目效果的满意度评估,以优化就业资源再分配。研究发现:项目相对效果受宏微观因素影响显著,既体现在项目选择过程中的个体自选择及地区异质性造成的选择偏差会导致培训项目效果被相对低估;也体现在参与者对不同项目的心理反应因宏微观因素而异。未来政策导向是以满意度评估指导就业政策区域分配和项目组合,助力资源最优配置和社会公平稳定的实现。
[Abstract]:Based on the 2008 World Bank survey data, this paper solves the endogenetic problem by multi-tiered tendency matching, and evaluates the satisfaction degree of the multi-project effect of active employment under the condition of heterogeneity, in order to optimize the redistribution of employment resources. It is found that the relative effect of the project is significantly influenced by macro and micro factors, which is reflected in the selection deviation caused by individual selections and regional heterogeneity in the process of project selection, which leads to the relative underestimation of the effect of the training project. Also reflected in the participants' psychological response to different projects with macro-and micro-factors and different. The future policy orientation is to guide the regional distribution and project mix of employment policy with satisfaction evaluation, to help realize the optimal allocation of resources and social equity and stability.
