【摘要】:随着中国经济高速发展,能源需求日益增大,中国已经超越美国成为全球第一能源消费大国。2008年4月1日起实施的《中华人民共和国节约能源法》,明确提出“节约资源是我国的基本国策。国家实施节约与开发并举、把节约放在首位的能源发展战略”。从此,节能减排作为一项基本国策,以立法的形式得以确定。为提高能源使用效率、减少能源浪费,近年来国家密集出台一系列支持节能环保的政策法规,各地方政府也相应制定了旨在扶持节能产业的配套政策,节能服务行业迎来了前所未有的发展机遇,节能产业已经成为公认的朝阳产业。实施以节约为首位的能源发展战略,需要全社会参与。如何引领社会资金、民间资本共同参与新能源开发及节能改造,成为了摆在政府面前的现实课题。除了政府出台各项政策与措施,号召全社会参与,更实际的做法是政府本身行动起来,以自身表率来带动全社会的节能。光靠政府的投资显然是杯水车薪且难以快速见效,如此背景下,政府机构率先大力推广合同能源管理(EMC)节能,成为当前形势下落实可持续发展能源战略的重要抓手。目前阶段,以公共机构合同能源管理节能为典型代表的节能市场已经初见规模且呈井喷之势。总部设在深圳的东来公司,虽然才成立7年时间,其借助节能产业发展的趋势,作为能源智能管控系统的信息工程总包商,利用国际领先的节能核心专利技术与信息技术、智能控制技术等相结合,专注为企业提供节能整体解决方案,取得良好经营业绩。面对已经到来的合同能源管理节能市场机遇,如何从发展的眼光制定新常态下的业务战略?如何抓住机遇实现从节能技术支持型企业华丽转变为全面、专业、综合、具有全国品牌影响力的ESCO?研究这些问题,不仅仅对东来公司具有明显的现实意义,更可为众多中小型节能服务企业提供有效借鉴,进而间接促进节能服务企业整体、快速发展,促进相关节能政策的完善,促进合同能源管理模式的推广运用。本文首先采用PEST分析法,对东来公司的宏观外部环境进行了描述。接着对节能行业、市场环境及主要竞争对手进行了细致分析、对比,得出了节能产业正迅猛发展、节能企业不断壮大、节能市场空间迅速释放、公司具有一定竞争优势的结论。随后本文对东来公司的内部环境进行了细致分析,采用SWOT、QSPM、EFE、IFE、CPM等分析方法,结合东来公司已有的总体战略,制定公司的业务战略,阐述其实施业务战略的计划、措施,提出其保证战略实施的风险控制手段。
[Abstract]:With the rapid development of China's economy and the increasing demand for energy, China has surpassed the United States and became the first energy consumer in the world to be implemented in the "People's Republic of China energy conservation law" since April 1st.2008. "Saving resources is the basic national policy of China. Since then, energy conservation and emission reduction as a basic national policy is established in the form of legislation. In order to improve the efficiency of energy use and reduce energy waste, a series of policies and regulations to support energy conservation and environmental protection have been introduced in recent years, and the local governments have also formulated a corresponding policy aimed at supporting the energy saving industry and the energy saving service industry. With unprecedented opportunities for development, energy saving industry has become a recognized industry. Implementing the strategy of energy development with the first energy saving needs the participation of the whole society. How to lead the social capital and the joint participation of private capital in the development of new energy and energy conservation reform has become a realistic issue before the government. Policy and measures, call on the whole society to participate, the more practical practice is that the government itself moves to drive the energy saving of the whole society by itself. The government's investment is obviously a cup of water and it is difficult to quickly come into effect. In this context, the government should take the lead in promoting the energy conservation of the contract energy management (EMC). At the present stage, the energy saving market with the energy management of the public institutions is the typical representative of the energy saving market. The East Lai company, based in Shenzhen, has been established for 7 years, with the help of the development trend of energy saving industry, as the information worker of the energy intelligent management system. By combining the international leading energy saving core patent technology, information technology and intelligent control technology, Cheng general contractor is focused on providing an overall solution to the enterprise and achieving good performance. In the face of the coming contract energy management energy saving market opportunity, how to formulate a new normal business strategy from the perspective of development? To seize the opportunity to transform the ESCO from energy saving technology support enterprises into comprehensive, professional, comprehensive and national brand influence, to study these problems, not only has obvious practical significance to the east company, but also can provide effective reference for many small and medium energy saving service enterprises, and then indirectly promote the overall energy saving service enterprise as a whole and fast. Rapid development, promote the improvement of relevant energy saving policies and promote the promotion and application of the energy management model of contract. Firstly, this paper describes the macro external environment of Dong Lai company by using the PEST analysis method. Then, the energy saving industry, market environment and main competitors are carefully divided and compared, and the rapid development of energy saving industry is drawn. With the continuous expansion of enterprises and the rapid release of energy saving market space, the company has a certain competitive advantage. Then this paper makes a detailed analysis of the internal environment of Dong Lai company, uses SWOT, QSPM, EFE, IFE, CPM and other analytical methods, combining the overall strategy of the east company, formulates the business strategy of the company, and expounds the implementation of the business strategy Plan, measure, put forward the risk control means to ensure the implementation of strategy.
