大连金州新区企业技能人才现状调查研究

【摘要】:进入21世纪,科学技术迅猛发展,产业结构调整优化成为地区保证经济持续发展的必经之路,从而导致技能人才成为国家和地区经济发展、社会进步所需要的核心力量,在经济社会发展过程中发挥着日益重要的作用。近年来,随着金州新区产业结构的升级,装备制造、电子信息、新能源、新材料等先进制造业领域技能人才需求呈高增长的态势,然而目前“技工荒”是我们不得不面临的问题,未来高级技术工人的缺乏,越来越成为制约企业健康快速发展的“瓶颈”。本文面向金州新区重点行业群体,通过发放调查问卷和个案深度访谈的方式,调查研究当前金州新区具有地域和产业特色的企业技能人才现状,分析调研企业技能人才的技能等级、年龄结构、文化程度、来源渠道、培训形式、培训需求等情况,提出技能人才存在着结构不合理、总量严重不足、整体素质不高、与新区经济发展需求不符等问题。然后结合新区实际,深入研究了国内外相关理论文献,学习借鉴了德国、英国、澳大利亚、日本、加拿大等经济发达国家先进的技能人才培养经验。最后从发挥好政府在技能人才培养上的主导作用,企业在技能人才培养上的主体作用,职业院校在技能人才培养上的基础作用三个方面,有针对性地提出了解决企业技能人才培养的对策建议。为解决技能人才结构不合理、总量紧缺等问题提供理论依据,为新区的经济发展建设培养更多更好的技能人才,早日把金州新区打造成技能人才培养的高地贡献一份绵薄之力。
[Abstract]:In the 21st century, with the rapid development of science and technology, the adjustment and optimization of industrial structure has become the only way to ensure the sustained economic development of the region, which leads to the skilled personnel becoming the core force needed for the economic development and social progress of the country and the region. In the process of economic and social development is playing an increasingly important role. In recent years, with the upgrading of the industrial structure in Jinzhou New District, the demand for skilled personnel in advanced manufacturing fields, such as equipment manufacturing, electronic information, new energy, new materials, etc, has shown a high growth trend. However, the shortage of skilled workers is a problem that we have to face. The shortage of advanced skilled workers in the future is becoming a bottleneck restricting the healthy and rapid development of enterprises. This paper is aimed at the key industry groups in Jinzhou New District. By issuing questionnaires and in-depth case interviews, this paper investigates and studies the present situation of enterprise skilled personnel with regional and industrial characteristics in Jinzhou New District. This paper analyzes the skill level, age structure, education level, source channel, training form, training demand and so on of skilled talents in enterprises, and points out that the structure of skilled talents is unreasonable, the total amount is seriously insufficient, and the overall quality is not high. With the new area economic development needs and other issues. Then combined with the reality of the new area, this paper deeply studies the relevant theoretical documents at home and abroad, and learns from the advanced skills training experience of Germany, Britain, Australia, Japan, Canada and other developed countries. Finally, from three aspects: the leading role of the government in the training of skilled personnel, the main role of enterprises in the cultivation of skilled personnel, and the basic role of vocational colleges in the cultivation of skilled personnel, The countermeasures and suggestions to solve the problem of training enterprise skilled personnel are put forward. In order to solve the problems of unreasonable structure of skilled talents and shortage of total amount, this paper provides a theoretical basis for training more and better skilled talents for the economic development and construction of the new district, and makes a modest contribution to building Jinzhou New District into a highland for the cultivation of skilled personnel as soon as possible.
