健全要素市场决定报酬机制加强科技人员成果转化激励研究

【摘要】：在我国科技人员激励法律法规、政策措施、发达国家相关实践分析的基础上,提出加强科技人员成果转化激励需要破除的4方面要素市场障碍,并结合新修订《促进科技成果转化法》等政策法规落实提出5方面的政策建议。
[Abstract]:On the basis of the analysis of the laws, regulations, policies and measures of scientific and technological personnel incentive in China, and the relevant practice in developed countries, this paper puts forward four factors market obstacles that need to be overcome to strengthen the transformation and incentive of scientific and technological personnel. Combined with the newly revised Law on promoting the Transformation of Scientific and technological achievements, this paper puts forward five policy suggestions on the implementation of policies and regulations such as promoting the transformation of scientific and technological achievements.
