【摘要】：近年来,我国市场经济发展处于调整阶段,产业改造不断深入和拓展,产品质量整体得上到了提升,“中国制造”逐渐走向世界。区域性产品质量缺陷明显减少,但假冒伪劣屡禁不止的问题仍较突出,质量安全形势依然严峻,作为产品质量安全和特种设备安全主要监管力量的质量技术监督部门,作用愈发被凸显出来。质量技术监督行政执法机构是履行执法打假、为消费者和守法经营者保驾护航、保护经济秩序良性运行的重要力量。在行政执法工作的具体实践中,部分基层质量技术监督行政执法机构不能及时调整工作思路,存在着一些不足,亟待重视和加以解决。根据质量技术监督系统现行的管理体制模式,通过调查问卷和访谈等方式,对于LS县质量技术监督行政执法机构工作中存在的问题进行探讨和分析,找出解决问题的针对性对策,希望能够促进LS县质量技术监督行政执法机构的工作方向和工作方法不断进行调整和完善,进一步提高其行政执法效能,更好地维护人民群众身体健康和财产安全,服务经济社会发展,同时为其他基层行政执法机构提供借鉴,具有一定的现实意义和理论意义。本论文以行政管理学、质量管理学、经济学为理论指导,运用实地走访、调查问卷、实证等研究方法,把LS县质量技术监督行政执法机构开展行政执法工作的过程,看成是产品生产和输出的过程,最终的行政执法效能就是其生产和输出的产品,利用博弈论的分析工具,对于影响行政执法效能的多种因素进行详细分析和探讨,针对LS县质量技术监督行政执法机构存在的问题提出有针对性的对策。论文的第一部分对开展本次调查研究的背景、研究意义、研究主要内容、所采用的方法和质量技术监督行政执法领域的进展情况进行简述。第二部分对质量工作、开展质量行政执法工作的意义和重要性进行阐述,对行政执法以及质量技术监督行政执法方面的研究,分别就国外和国内的研究现状进行了综述。第三部分对LS县域内的产品质量状况、LS县质量技术监督行政执法工作的状况进行简述。为进一步转变LS县质量技术监督行政执法机构的工作作风,提高其行政执法效能。根据在LS县开展的201X年度民主评议政风行风活动中,查找出关于LS县质量技术监督行政执法工作中存在的问题。然后针对社会多方、本单位行政执法人员设计出相对应的调查问卷,对收回的调查问卷反馈的问题,进行梳理、分类、汇总,查找LS县质量技术监督行政执法工作中存在的深层次问题。第四部分按照LS县质量技术监督行政执法机构工作中,影响其行政执法效能的主体不同,需要处理与不同主体之间的关系,运用博弈分析工具,对LS县质量技术监督行政执法机构工作的具体内容进行博弈分析。构建了博弈模型,着重对与行政相对人、其他行政执法机构、当地地方政府、本单位行政执法人员之间的博弈关系进行分析,找出在行政执法工作中问题产生的主要原因。从LS县质量技术监督行政执法机构的外部环境与本单位内部环境等方面,分析了LS县质量技术监督行政执法效能不高的原因。第五部分在第四章进行详细分析的基础上,针对查找出每一项问题,提出针对性强的解决对策,对LS县质量技术监督行政执法机构工作的过程中涉及到的因素进行优化,以期生产出好的产品,即达到行政执法效能的高效。第六部分对本篇论文进行总结和展望。在大部制改革的趋势下,根据基层行政执法工作的实际情况,希望能在探求适合基层质量技术监督行政执法发展的新路子等方面进行进一步研究和探讨。
[Abstract]:In recent years, the development of China's market economy is in the stage of adjustment, and the industrial transformation is deepening and expanding, the quality of the product has been promoted, and the "made in China" has gradually moved towards the world. The quality defects of the regional products have been reduced obviously, but the problems of the counterfeit and inferior quality are still prominent, the quality and safety situation is still severe, as the quality of the product.
