平顶山市食品质量安全监管体系研究

【摘要】：构建食品质量安全监管体系是食品安全的基础性、全局性工作。通过实地考察、调研和食品质量安全问卷调查,剖析了平顶山市食品质量安全现状和存在问题,得出了平顶山市食品质量安全监管应当建立食品质量安全追溯体系、召回体系、诚信体系、应急处理体系。平顶山市食品监管体系整合了食品监管资源,建立了市场监督管理局和综合性的食品检测中心,在农村行政村和城镇社区设立食品监管协管员,承担协助执法、隐患排查、信息报告、宣传教育等职责,所需人员津贴纳入财政预算,同时明确了相关监管部门的职责,建立权责分明的食品安全组织体系。追溯体系要求辖区内的大农场和饲养户,对自己饲养的牲畜和家禽都贴上标签,并录入食品安全标签数据库,屠宰场要记录畜身和禽身的具体来源和批发地址,生产的食品上或包装上要有详细的标示,市场监督管理局要对不同批次、不同种类的食品建立食品留样机制,并做好详细登记,如果出现食品质量安全问题,迅速锁定生产不合格食品企业和企业法人。召回体系调动了食品企业召回缺点食物的主动性,食品生产者在政府监督下主动召回缺点食物,使食品生产企业在缺点食物召回后能在最短时间把影响降到最低。食品安全诚信体系增强食品企业自身诚信观念,从各环节确保诚信,保障食品质量安全,维护食品市场的秩序,起到根本打击及震慑市场上的各类失信行为的作用。食品突发事件的应急处置体系实施应急处理事务,切实保障市民的切身利益,提升食品监管部门应对食品突发事故的能力,以最快的速度把事故的危害和损失降到最低。从建立权责分明的食品安全组织体系、加强食品安全的宣传和培训、加大政府鼓励和扶持力度,逐步完善技术建设和食品质量安全监管体系各子体系的实施四个方面提出了平顶山市食品质量安全监管体系的实施,有利于平顶山市食品行业持续、健康发展,进而带动平顶山市工业经济增长和食品安全诚信水平的提高,促进经济协调发展和社会全面进步,保障广大消费者的身体健康,确保平顶山市的和谐与稳定。
[Abstract]:The construction of food quality and safety supervision system is the basic and overall work of food safety.
