农民工城市融入中社会政策构建的阶段性研究

【摘要】：伴随新时期我国工业化、城市化进程的不断加快,全面深化体制改革战略部署,党作出指示要“坚持走中国特色新型城镇化道路,特别是推进以人为核心的城镇化”,农民工城市融入和我国城镇化的发展息息相关,农民工群体为城市的现代化建设做出了重大的贡献。农民工城市融入过程中在很多方面存有问题,有经济、社会、制度和文化方面,国家和政府相关政策的制定和引导起到很重要的作用,农民工城市融入一系列问题引起了社会各界各方人士的关注。本文主要运用定性和定量的研究方法,以湖南省长沙市农民工为例,对农民工城市融入阶段性政策进行研究。文章内容总体上,可分为以下五大部分。第一为绪论,主要为研究背景、研究的意义、国内外文献综述、研究方法和思路,还有创新点和不足。第二为理论视角和概念界定,理论有社会公正理论、公共政策理论和社会融入理论,概念中介绍了城市融入和社会政策概念。第三为文章的结果分析,从农民工融入现状角度展开,包括农民工城市融入身份和融入社会政策需求方面。农民工身份划分成流动者、定居者和融入者三种,社会政策需求分为五个维度:就业政策需求、住房政策需求、社会保障政策需求、教育政策需求和社会参与政策需求。第四为农民工城市融入中现行政策与缺陷,从农民工的政策支持和政策排斥两个方面看,其中政策支持又从劳动与工资保障政策、社会保障制度政策、服务与管理政策这三个方面论述;政策排斥主要分成用工单位的歧视、工会组织缺位、国家法规政策限制三方面。第五是最后一部分,农民工身份转变递进性与社会政策体系构建的完善,分成三方面:补救型社会政策与农民工由流动向定居状态转变、赋权型社会政策与农民工完成向市民身份转变、增能型社会政策与农民工融入城市主流社会。
[Abstract]:With the industrialization of our country in the new era and the acceleration of the urbanization process, the Party has given instructions to "stick to the new road of urbanization with Chinese characteristics, especially to promote the urbanization with people as the core", and to comprehensively deepen the strategic arrangements for the reform of the system. The integration of migrant workers into cities is closely related to the development of urbanization in China, and migrant workers have made great contributions to the modernization of cities. In the process of integration of migrant workers into cities, there are problems in many aspects, including economic, social, institutional and cultural aspects. The formulation and guidance of relevant policies of the state and the government play a very important role. Migrant workers into a series of problems have attracted attention from all walks of life. This paper mainly uses qualitative and quantitative research methods, taking Changsha City, Hunan Province as an example, to study the stage policy of migrant workers' urban integration. On the whole, the article can be divided into the following five parts. The first is the introduction, mainly for the research background, the significance of the research, the literature review at home and abroad, research methods and ideas, as well as innovative points and shortcomings. The second is the theoretical perspective and concept definition. The theories include social justice theory, public policy theory and social integration theory. In the concept, the concept of urban integration and social policy is introduced. The third is the analysis of the results of the article, from the perspective of the integration of migrant workers into the status quo, including migrant workers into the status of urban integration and integration into the social policy needs. The status of migrant workers is divided into three types: migrant workers, settlers and integrators. The social policy needs are divided into five dimensions: employment policy demand, housing policy demand, social security policy demand, education policy demand and social participation policy demand. Fourth, the current policies and defects in the integration of migrant workers into cities, from the two aspects of policy support and policy exclusion of migrant workers, including policy support from the labor and wage security policy, social security system policy, The policy exclusion is divided into three aspects: discrimination of employment unit, absence of trade union organization and restriction of national laws and regulations. The last part is the progressive transformation of migrant workers' identity and the perfection of social policy system, which is divided into three aspects: remedial social policy and migrant workers' transition from flow to settlement. Empowerment social policy and migrant workers to complete the transition to civic identity, the empowerment of social policies and migrant workers into the mainstream of urban society.
