【摘要】:乳品安全问题一直是党和政府的关注重点,消费者也要求政府公布更多的乳品安全监管信息,以保障消费者的知情权。本文对乳品安全监管信息资源共享进行研究,旨在探究乳品安全监管信息资源的有效共享与信息监管。首先,分析信息资源共享体系构建中的利益相关者关系。通过乳品安全案例分析,挖掘利益相关者之间的信息不对称和不共享问题,发现利益相关者对信息资源共享的需求;建立两个演化博弈模型将相关行为分析模型化与数据化,探究信息资源共享对于两个演化博弈模型博弈均衡点的影响。分析并改进政府作为乳品安全监管主体和信息资源共享主体的决策环境。其次,设计本研究中信息资源共享业务流程模型,并构建乳品安全监管信息资源共享体系。这一体系包括运作、信息内容、标准、技术和政策等构成部分。进而本文给出改进的政府决策环境内的共享体系构建执行方案。需要指出的是,本文重点研究两个主要信息资源共享方面及信息匹配,即企业对政府的信息资源共享,以及政府对消费者的信息资源共享。再次,研究在共享体系应用过程中共享的信息资源之间的信息匹配。本研究涉及两类重要的信息匹配,与两个主要信息资源共享方面一一对应:第一;面向政府要求的企业对政府的信息资源共享,实现政府的监管信息与乳品安全标准间的匹配;第二,政府根据消费者提出的信息需求,进行信息匹配并共享满足阈值的信息项。信息匹配的计算基于本体匹配完成,选取合适的本体匹配方法及具体算法,完成信息匹配工作。此外,计算得到的信息匹配度与博弈参数存在相关性。最后,进行SZ市内乳品安全监管信息资源共享的模拟分析。完成SZ市的共享体系构建,进行信息匹配模拟,分析信息资源共享前后博弈模型均衡点的变化并解释变化原因。
[Abstract]:Dairy safety has always been the focus of attention of the party and government. Consumers also require the government to release more information on dairy safety regulation to protect consumers' right to know. This paper studies the sharing of dairy safety supervision information resources in order to explore the effective sharing and information supervision of dairy safety supervision information resources. Firstly, the stakeholder relationship in the construction of information resource sharing system is analyzed. Through dairy safety case analysis, the problem of information asymmetry and non-sharing among stakeholders is excavated, and the demand of stakeholders for information resource sharing is found, and two evolutionary game models are established to model and digitize related behavior analysis. This paper explores the influence of information resource sharing on game equilibrium points of two evolutionary game models. This paper analyzes and improves the decision-making environment of the government as the main body of dairy safety supervision and information resource sharing. Secondly, the information resource sharing business process model is designed, and the dairy safety supervision information resource sharing system is constructed. The system consists of components such as operation, information content, standards, technology and policy. Furthermore, this paper gives the implementation scheme of the improved shared system in the government decision-making environment. It should be pointed out that this paper focuses on two main aspects of information resource sharing and information matching, that is, enterprise to government information resource sharing, and government to consumer information resources sharing. Thirdly, the information matching between the shared information resources in the application of sharing system is studied. This research involves two kinds of important information matching, corresponding to two main information resources sharing: first, the enterprises facing the government request share the information resources to the government to realize the matching between the government supervision information and the dairy safety standard; Secondly, according to the information demand of consumers, the government matches the information and shares the information items that meet the threshold. The calculation of information matching is based on ontology matching. The appropriate ontology matching method and algorithm are selected to complete the information matching. In addition, the calculated information matching degree is correlated with the game parameters. Finally, the simulation analysis of SZ dairy safety supervision information resource sharing is carried out. The sharing system of SZ is constructed, the information matching simulation is carried out, the change of equilibrium point of game model before and after information resource sharing is analyzed and the reasons for the change are explained.
