云南省公共机构推广合同能源管理研究

【摘要】:当前,我国已把节能减排降耗作为当前调整经济结构、转变经济发展方式的突破口和重要抓手。公共机构既是能源消费的主体,也是节能工作的一个重要领域,具有能耗总量大、单位能耗高、能耗增长快的特点。强化公共机构节能,是加强党政机关自身建设、建设节约型社会的有效途径。合同能源管理(Energy Performance Contracting,简称EPC)是一种基于市场、先进的新型节能项目投资模式,是节能技术改造、项目扩建等市场化运作的一种新型机制。节能服务公司(Energy Management Company,简称EMC)通过与客户签订节能服务合同,为客户提供节能评估、项目资金、节能改造等一系列服务,并从项目实施节省下来的能源费用中回收投资和取得利润。作为西部边疆省份,云南省公共机构节能改造面临的主要问题是缺乏改造资金和先进的技术,所以比较适合采用合同能源管理这种方式,但是目前,云南省公共机构合同能源管理尚未得到推广和普及。本文以云南省公共机构合同能源管理为研究对象,介绍云南省公共机构目前推广合同能源管理的情况,通过某高校开展合同能源管理的具体案例分析,从认识、技术、政策等层面探讨云南省公共机构推广合同能源管理的障碍和困难,并指出管理层缺乏对合同能源管理的了解、政府缺乏有力的政策支持和西部地区缺乏先进的技术等是造成合同能源管理这种先进的管理方式在云南省公共机构难以推开的主要原因。基于交易成本理论、公共选择理论等相关理论,借鉴上海、深圳等省市经验,提出要解决交易过程中的有限理性、信息不对称性等问题,消除管理层思想上的后顾之忧,并从经济人的角度出发,分析从政策上和技术上如何保证和支持高校开展合同能源管理,提出的对策建议对推进我省公共机构节能减排工作的开展具有较好的参考价值。
[Abstract]:At present, energy saving and emission reduction and consumption reduction have been regarded as a breakthrough and an important hand in adjusting the economic structure and changing the mode of economic development in China. Public organization is not only the main body of energy consumption, but also an important field of energy conservation, which has the characteristics of large energy consumption, high unit energy consumption and fast energy consumption growth. Strengthening the energy saving of public institutions is an effective way to strengthen the Party and government organs' self-construction and to build a saving society. Energy performance traceability (EPC) is a new type of market-based and advanced investment mode for energy-saving projects. It is a new type of mechanism for the market-oriented operation of energy-saving technology transformation and project expansion. Energy Management Company (EMC) provides customers with a series of services, such as energy conservation evaluation, project funds, energy saving transformation and so on, by signing energy saving service contracts with customers. And from the implementation of the project to save on energy costs to recover investment and profit. As a borderland province in the west, Yunnan Province faces the main problem of energy saving transformation in public institutions because of the lack of capital and advanced technology, so it is more suitable to adopt the method of contract energy management, but at present, Yunnan Province public institutions contract energy management has not yet been popularized and popularized. This paper takes the contract energy management of public institutions in Yunnan Province as the research object, introduces the current situation of promoting the contract energy management in Yunnan public institutions, analyzes the specific cases of carrying out the contract energy management in a university, from the understanding, the technology, At the policy level, it discusses the obstacles and difficulties in promoting contract energy management in Yunnan public institutions, and points out that management lacks an understanding of contract energy management. The lack of strong policy support from the government and the lack of advanced technology in the western region are the main reasons for the difficulty of promoting the advanced management mode of contract energy management in Yunnan public institutions. Based on transaction cost theory, public choice theory and other relevant theories, using the experiences of Shanghai, Shenzhen and other provinces and cities for reference, this paper proposes to solve the problems of limited rationality, information asymmetry and so on in the course of transaction, so as to eliminate the worries in the thinking of management. From the angle of economic man, this paper analyzes how to guarantee and support the development of contract energy management in colleges and universities in terms of policy and technology. The countermeasures and suggestions are of good reference value in promoting the development of energy-saving and emission reduction work of public institutions in our province.
