建设工程全寿命周期成本咨询服务模块化机制研究

【摘要】:在工程建设可持续发展的大环境背景下,全寿命周期成本评价(Life Cycle Costing,LCC)技术日益受到人们的关注和重视,也为作为LCC技术实施载体的工程咨询服务业带来了新的业务机遇和挑战。工程造价咨询单位是工程经济咨询服务的传统提供商,是公认的LCC咨询服务供给主体。然而,由于LCC咨询服务效率低、成本高、低质量保证的服务特性与建设项目定制需求之间的矛盾,导致LCC咨询服务在建设工程市场中被供求双方所放弃,LCC咨询服务对建设工程可持续发展的助推效用无法实现。据此,本文从模块化理论视角入手,将具有提高服务效率、降低成本、高质量保证价值的模块化手段引入到LCC咨询服务领域,探索LCC咨询服务的模块化路径,对建设工程LCC咨询服务的模块化机制进行了研究,从而实现LCC咨询服务的大规模定制,解决其面临的现实问题。本文的主要研究内容包括三个方面。首先,从分析LCC咨询服务不同于一般专业服务的制造产品特征着手,指出在建设工程项目环境下,LCC咨询服务的模块化需要强调其服务基本属性的同时,也要注重其非接触服务特征内含的类制造属性,即LCC咨询服务兼具服务、制造的双重属性。再从LCC咨询服务的双重属性情境出发,分别以快速低成本为目标,区隔LCC咨询服务的测算模块;以高质量保证为目标,区隔LCC咨询服务的服务模块,从而给出了解决LCC咨询服务所面临的技术、经济矛盾的模块系统构建路径。其次,在对不同属性LCC咨询服务模块区隔的基础上,基于所确立的模块化目标,以多目标规划为理论依据,将客户的定制需求转化为模块配置的技术、经济约束,构建了LCC咨询服务模块配置的数学优化模型;考虑LCC咨询情境下技术开发型服务所受到的双重约束特点,开发了一种实用的基于双模块的模拟退火算法(TMSAH),以对配置模型的求解过程进行优化。通过经典算例仿真和计算机编程,验证了配置模型的可行性和算法的实用性,由此证明了运用模块化理论解决LCC咨询服务规模定制问题的合理性。最后,依据构建的模块系统和模块配置模型,构建了适用于兼有制造产品和服务双重属性的LCC咨询服务模块化平台架构,运用逾渗理论和本体集成理论,提出了不同数据资源状态下平台的运行流程解决方案和数据异构情形下模块的集成问题解决方案。研究结果有助于LCC咨询服务在建设工程领域的大规模应用,有力推动建设工程可持续发展。
[Abstract]:Under the background of the sustainable development of engineering construction, the life cycle cost assessment (LCC) technology has been paid more and more attention to, and has brought new business opportunities and challenges to the engineering consulting service industry as the carrier of LCC technology implementation. Engineering cost consulting unit is the traditional provider of engineering economic consulting service, and is recognized as the main provider of LCC consulting service. However, due to the low efficiency, high cost and low quality assurance of the LCC consulting service, there is a contradiction between the service characteristics and the customization requirements of the construction project. As a result, the LCC consulting service is abandoned by the supply and demand side in the construction engineering market, and the utility of the LCC consulting service to the sustainable development of the construction project cannot be realized. From the perspective of modularization theory, this paper introduces modularization means which can improve service efficiency, reduce cost and ensure value of high quality into the field of LCC consulting service, and explore the modularization path of LCC consulting service. The modularization mechanism of LCC consulting service in construction engineering is studied in order to realize the mass customization of LCC consulting service and solve the practical problems. The main content of this paper includes three aspects. First of all, by analyzing the characteristics of manufacturing products of LCC consulting services different from general professional services, it is pointed out that the modularization of LCC consulting services in the construction project environment needs to emphasize the basic attributes of LCC services at the same time. We should also pay attention to the class manufacturing attributes contained in its contactless service features, that is, the dual attributes of LCC consulting service and manufacturing. Then proceed from the dual attribute situation of LCC consulting service, take fast and low cost as the goal, divide the calculation module of LCC consulting service, take the high quality assurance as the goal, divide the service module of LCC consultation service, Thus, the construction path of the module system for solving the technical and economic contradiction of LCC consulting service is given. Secondly, on the basis of the different attributes of LCC consulting service module, based on the established modularization goal, based on the multi-objective programming as the theoretical basis, the custom-made requirements of the customer are transformed into the technical and economic constraints of module configuration. The mathematical optimization model of LCC consulting service module configuration is constructed, and the dual constraints of technology development service in LCC consulting environment are considered. A practical simulated annealing algorithm based on two modules (TMSAH) is developed to optimize the solution process of the configuration model. The feasibility of the configuration model and the practicability of the algorithm are verified by simulation of classical examples and computer programming. The rationality of using modularization theory to solve the problem of scale customization of LCC consulting service is proved. Finally, according to the module system and module configuration model, the modular platform architecture of LCC consulting service, which has dual attributes of manufacturing products and services, is constructed, and the percolation theory and ontology integration theory are used. This paper presents a solution to the running flow of the platform under different data resource conditions and a solution to the integration problem of the module in the case of heterogeneous data. The research results are helpful to the large-scale application of LCC consulting service in the field of construction engineering and can promote the sustainable development of construction engineering.
