昌吉市城乡建设用地结构与布局优化研究

【摘要】:土地作为一种稀缺自然资源与社会资源,对人类是至关重要的。我国人多地少,土地后备资源严重不足,加之城市化进程的加快,建设用地的需求量也急剧增加,与此同时人口在逐年增加,这对原本稀缺的土地资源造成严峻的挑战。本文在城乡建设用地结构与布局优化的国内外研究基础之上,分析了1996-2013年昌吉市城乡建设用地结构与布局情况,并发现了昌吉市城乡建设用地结构与布局存在的问题。针对昌吉市城乡建设用地结构与布局存在的问题,文中运用驱动力模型预测法、定额指标法和项目用地预测法分析了昌吉市城乡建设用地的结构调整的方向及分布情况;运用土地适宜性评价法对昌吉市城乡建设用地布局现状进行分析,并对其优化提出布局构想。在分析得出城乡建设用地结构与布局优化的方案的基础上,对昌吉市以后城乡建设用地合理配置提出了针对性的建议。研究结果表明:(1)在分析了昌吉市城乡建设用地现状规模、结构与空间布局的基础上,提出了目前城乡建设用地存在的问题。在选取影响昌吉市城乡建设用地结构影响因子的基础上,本文选取驱动力模型、定额指标法以及项目预测法三种方法对昌吉市城乡建设用地各个地类规模进行了预测,并最终得到城乡建设用地结构优化方案。(2)运用层次分析法,确定了城乡建设用地适宜性评价权重,对昌吉市城乡建设用地布局进行了适宜性评价。文中将昌吉市的适应性评价结果分为高度适宜、中度适宜、低度适宜和不适宜四部分,并对这四部分区域的规模和布局进行了定性和定量分析,为昌吉市城乡建设用地布局的发展方向提供了科学合理的理论指导。(3)在昌吉市城乡建设用地结构优化方案与适宜性评价所得结果有效结合的基础上,得出城乡建设用地布局优化的方案,并提出昌吉市城乡建设用地布局“一个只要增长极、三个次要增长极和八个增长点”的构想。
[Abstract]:As a kind of scarce natural resources and social resources, land is very important to human beings. Because of the shortage of land reserve resources and the acceleration of urbanization, the demand for construction land is increasing rapidly, and the population is increasing year by year, which poses a severe challenge to the original scarce land resources. Based on the domestic and foreign research on the structure and layout optimization of urban and rural construction land, this paper analyzes the structure and layout of urban and rural construction land in Changji from 1996 to 2013, and finds out the problems existing in the structure and layout of urban and rural construction land in Changji. In view of the problems existing in the structure and layout of urban and rural construction land in Changji, this paper analyzes the direction and distribution of the structural adjustment of construction land in Changji by using the driving force model forecasting method, the quota index method and the project land forecasting method. The present situation of urban and rural construction land layout in Changji city is analyzed by using land suitability evaluation method, and the layout conception is put forward for its optimization. On the basis of analyzing the scheme of optimizing the structure and layout of urban and rural construction land, this paper puts forward some suggestions for the rational allocation of urban and rural construction land after Changji city. The results are as follows: (1) based on the analysis of the scale, structure and spatial distribution of urban and rural construction land in Changji city, the problems of urban and rural construction land are put forward. On the basis of selecting the factors that influence the structure of construction land in Changji city, this paper selects three methods, driving force model, quota index method and project forecast method, to predict the scale of construction land in Changji city and countryside. Finally, the optimization scheme of urban and rural construction land structure is obtained. (2) the weight of urban and rural construction land suitability evaluation is determined by AHP, and the suitability evaluation of Changji urban and rural construction land layout is carried out. In this paper, the results of adaptability evaluation of Changji City are divided into four parts: high suitability, moderate suitability, low suitability and unsuitability. The scale and layout of these four parts are qualitatively and quantitatively analyzed. It provides scientific and reasonable theoretical guidance for the development direction of urban and rural construction land layout in Changji city. (3) on the basis of the combination of the optimization scheme of urban and rural construction land structure in Changji city and the result of suitability evaluation, The scheme of optimizing the layout of urban and rural construction land is obtained, and the conception of "only one growth pole, three secondary growth poles and eight growth points" is put forward.
