特大城市保障性住房空间布局与优化研究——以天津市为例

【摘要】:我国特大城市保障房建设在空间布局上普遍存在选址偏远、集中建设、配套设施建设滞后等问题。国际上保障房空间布局的成功做法包括采用混合布局的建设模式、选址以公共交通为导向以及配套工作岗位与公共服务设施等。天津市保障房建设走在全国前列,相关职能部门对保障房选址进行优化,探索了"大混居、小聚居"模式,且在示范小城镇建设中以"三区联动"为保障房居民提供就业岗位。未来我国特大城市保障房建设应围绕顺应城市发展方向分散布局、倡导采用"大混居、小聚居"布局模式、同步保障房配套设施建设、创造就业机会促进职住平衡、拓展保障范围和保障房筹措方式等方面进行空间布局优化,以提高大城市保障房的建设效益。
[Abstract]:There are some problems such as remote location, centralized construction and lagged construction of supporting facilities in the construction of indemnificatory apartment in China's megacities. The successful methods of indemnificatory apartment spatial layout in the world include the construction mode of mixed layout, the location orientation of public transportation, the supporting jobs and public service facilities, etc. Tianjin indemnificatory apartment construction is in the forefront of the whole country. The related functional departments have optimized the indemnificatory apartment location, explored the mode of "large mixed residence, small settlement", and provided employment posts for indemnificatory apartment residents by "three districts linkage" in the construction of demonstration small towns. In the future, the construction of indemnificatory apartment in China's megacities should revolve around the scattered layout in accordance with the direction of urban development, advocate the adoption of the pattern of "large mixed residence, small settlement", synchronize the construction of supporting facilities of indemnificatory apartment, and create employment opportunities to promote the balance of occupation and housing. In order to improve the efficiency of indemnificatory apartment construction in big cities, the space layout is optimized in the aspects of expanding the scope of guarantee and the way of raising indemnificatory apartment.
