TD公司投标决策模型和投标策略的研究

【摘要】:十二届全国人大三次会议的《政府工作报告》指出,2015铁路投资8000亿元以上,新建里程8000公里以上。在铁路建设形势一片大好的今天,更是给铁路监理公司提供了更大的投标经营活动空间,TD监理公司近三年来也参与了很多项目的投标,但是中标率却很低,经营陷入困境,因此本文计划根据监理投标工作的特点,结合TD公司目前的投标现状,做如下几方面的研究:(1)依据TD监理公司的投标现状,分析出该公司投标工作中存在的问题及其原因。(2)面向铁路工程监理行业的专家做影响铁路工程监理投标决策因素的调查问卷,统计分析出影响决策的主要因素,以此为构建铁路工程监理投标决策二级评价指标体系。(3)选择使用模糊层次综合评价法,运用该方法将铁路工程监理投标决策中的定性问题转化成了定量问题,再进行评价,构建出基于模糊层次综合评价法的投标决策模型,科学地投标决策。(4)针对TD监理公司目前的投标现状,计划设计出科学的报价策略和标准化的标书制作流程策略。(5)将构建好的铁路工程监理投标决策模型运用在新建吴忠至中卫铁路项目施工监理项目中,以此检验该模型的合理性和可行性。通过以上几个方面的研究,以此给TD公司建立全套科学、合理的投标决策以帮助其提高中标率,节约成本,并在集团公司内部进行推广。
[Abstract]:The Government work report of the third session of the Twelfth National people's Congress points out that the railway investment in 2015 is more than 800 billion yuan, and the mileage of new construction is more than 8000 kilometers. Today, when the situation of railway construction is very good, it has provided railway supervision companies with greater space for bidding and management activities. In the past three years, TD supervision companies have also participated in the bids for many projects, but the rate of winning bids is very low, and the management is in trouble. Therefore, according to the characteristics of the supervision bidding work and the current bidding situation of TD Company, this paper plans to do the following research: (1) according to the current bidding situation of the TD Supervision Company, The problems existing in the bidding work of the company and their causes are analyzed. (2) the experts in the railway engineering supervision industry make the questionnaire that affects the decision-making factors of the railway project supervision bidding, and the main factors affecting the decision-making are analyzed statistically. (3) the fuzzy hierarchy comprehensive evaluation method is used to transform the qualitative problem in the bidding decision of railway engineering supervision into a quantitative one, and then the evaluation is carried out. A bidding decision-making model based on fuzzy hierarchical comprehensive evaluation method is constructed to make a scientific bidding decision. (4) aiming at the present bidding situation of TD supervision company, The plan designs scientific quotation strategy and standardized bidding process strategy. (5) the constructed bidding decision model of railway project supervision is applied in the construction supervision project of newly built Wu Zhong to Zhongwei railway project. The rationality and feasibility of the model are tested. Through the research of the above several aspects, this paper sets up a complete set of scientific and reasonable bidding decision for TD Company to help it improve the winning rate, save the cost, and popularize it within the group company.
