基于超效率三阶段DEA模型的我国路桥业生产效率研究

【摘要】:路桥行业是我国基础性及支柱性行业,其建设与发展对于我国各行各业都有深刻影响,国家、政府及企业对路桥行业投入了大量资本和劳动力资源,随着收费公路政策管理体制的不断完善,路桥行业在经济生活中的地位也不断突显。来自交通部的数据显示,我国省际路桥业连年亏损,然而来自上市路桥公司的数据显示当前将近70%的路桥企业实现同期增长。基于路桥行业亏损和上市路桥企业盈利的社会矛盾,路桥业引发了较大的社会关注,但无论在理论上还是实践上,路桥业都没有在学术领域引起同等程度的重视。当前对于路桥业的研究仅局限于以部分上市路桥企业为样本,使用传统的单阶段DEA模型对生产效率进行评估,其评测结果往往容易受到环境变量影响且会因为样本数据不全导致效率评估不够准确。为此,本研究就路桥业生产效率的研究方法进行了改进并就研究样本进行了完善,实现全样本覆盖。本研究基于我国省际路桥行业和路桥企业现阶段生产效率进行研究,探讨了影响生产效率的主要因素,并使用超效率DEA三阶段方法对我国2014年29个省市路桥行业及2007-2014年我国16家上市路桥企业的生产效率分别进行研究,同时使用SFA效率前沿方法对影响生产效率的环境变量进行研究分析。本文的研究结果显示:1.无论是省际路桥行业还是上市路桥企业的生产效率都总体偏低,且各省市各企业间差距明显;2.环境和随机误差因素对生产效率具有显著影响:3.影响省际路桥行业生产效率测评的主要环境变量为产业结构和所处地域;影响上市路桥企业生产效率评估的主要环境变量为当地经济发展水平、当地车辆拥有量、企业负债程度等;4.影响我国省际路桥行业生产效率的主要因素是规模无效率;影响我国上市路桥企业生产效率的主要因素是管理和技术无效率。本研究的贡献在于:创新性的使用超效率DEA三阶段方法对我国路桥业生产效率进行测评,在剔除了环境因素和随机误差对生产效率值的影响同时将同处于效率前沿面的决策单元进一步区分;从行业和企业两个角度入手,对我国路桥业生产效率进行全面测度和分析,实现全样本覆盖;提出了一些前人未曾使用过的指标,并证实了其有效性;得出了一些有价值的结论和建议,如提高主营业务收入,加强多元化运营;加强成本控制;优化公司治理结构等。
[Abstract]:The road and bridge industry is the basic and pillar industry in our country. Its construction and development have a profound impact on all kinds of industries in our country. The state, government and enterprises have invested a lot of capital and labor resources in the road and bridge industry. With the continuous improvement of toll road policy management system, the status of road and bridge industry in economic life is constantly prominent. Data from the Ministry of Communications show that China's interprovincial road and bridge industry has lost money in successive years, but data from listed road and bridge companies show that nearly 70 percent of road and bridge enterprises are growing in the same period. Based on the social contradiction between the loss of the road and bridge industry and the profit of listed road and bridge enterprises, the road and bridge industry has aroused great social concern, but neither in theory nor in practice has the road and bridge industry aroused the same degree of attention in the academic field. The current research on the road and bridge industry is limited to some listed road and bridge enterprises as a sample, using the traditional single-stage DEA model to evaluate the production efficiency. The evaluation results are easily influenced by environmental variables and the efficiency evaluation is not accurate because of incomplete sample data. Therefore, the research method of production efficiency of road and bridge industry has been improved and the research sample has been improved to achieve full sample coverage. This study is based on the study of the current production efficiency of the provincial road bridge industry and the road bridge enterprises, and discusses the main factors that affect the production efficiency. The production efficiency of the road and bridge industries in 29 provinces and cities in 2014 and 16 listed road and bridge enterprises in China from 2007 to 2014 were studied by using the super-efficiency DEA three-stage method. At the same time, SFA efficiency frontier method is used to study and analyze the environmental variables that affect production efficiency. The results of this paper show that: 1. The production efficiency of both provincial road bridge industry and listed road bridge enterprises is on the low side, and the gap between different provinces and cities is obvious. Environmental and random error factors have a significant effect on production efficiency: 3. The main environmental variables affecting the evaluation of the production efficiency of the provincial road and bridge industry are the industrial structure and the region in which the industrial structure is affected, and the main environmental variable affecting the evaluation of the production efficiency of the listed road and bridge enterprises is the level of local economic development and the quantity of local vehicles. The degree of debt of enterprises is 4. 4%. The main factor affecting the production efficiency of interprovincial road bridge industry is scale inefficiency, and the management and technology inefficiency are the main factors affecting the production efficiency of listed road and bridge enterprises in our country. The contribution of this study lies in the innovative use of super-efficiency DEA three-stage method to evaluate the production efficiency of road and bridge industry in China. After eliminating the influence of environmental factors and random errors on the production efficiency value, the paper further distinguishes it from the decision making unit at the front of efficiency, and measures and analyzes the production efficiency of road and bridge industry in China from the two angles of industry and enterprise. To achieve full sample coverage, put forward some indicators that have not been used before, and verify its effectiveness, draw some valuable conclusions and suggestions, such as increasing the main business income, strengthening diversified operation, strengthening cost control; Optimize corporate governance structure and so on.
