重庆市能源效率影响因素及提升对策研究

【摘要】：当今时代,世界范围内生产力、生产方式、生活方式、经济社会发展格局正在发生深刻变革,传统的资源型产业将被更加绿色、智能新兴产业所代替,以应对国际金融危机和全球气候变化的双重挑战。世界主要发达国家和经济体积极调整科技创新战略和政策,加快新兴技术和产业发展布局和规划,力求通过技术创新和产业创新,增加经济活力推动经济增长。如何提高能源效率将直接影响着未来国际竞争的主动权。能源问题是我国经济发展过程中面临的巨大挑战之一,能源发展承受着既要满足经济和社会发展需求又要减轻环境污染的双重压力。能源效率的提升有助于缓解这些问题,同时还能带来经济效益的增加,达到提高经济总体竞争力的目的,因此,能源效率己经成为世界各国未来可持续发展的有效途径和重要保证。重庆市作为以装备制造业为主的老牌重化工业城市,进入21世纪以来,经济得到了快速发展,每年需要大量能源作为发展基础,显然,能源问题是制约重庆市经济发展的关键因素。为此重庆市人民政府于2013年印发《重庆市绿色建筑行动实施方案(2013 2020年)》,充分认识开展绿色建筑行动的重要性和紧迫性,准确把握国家《绿色建筑行动方案》要求,把开展绿色建筑行动作为贯彻落实科学发展观、大力推进生态文明建设的重要内容,切实推动城乡建设走上绿色、循环、低碳的科学发展轨道,促进经济社会全面、协调、可持续发展。这对于重庆市的企业提高能源效率具有指导性的意义。本文以此为背景,在系统回顾了国内外对能源效率概念、衡量指标、评价方法及影响因素研究现状的基础上,针对重庆市经济发展与能源消耗过高的实际问题,搜集整理重庆市能源效率影响因素的相关数据,运用多元回归分析法对主要影响因素进行提取,展开了对重庆能源效率的影响因素的研究,并和西部地区的能源效率影响因素进行对比,得出技术进步、产业结构、能源消费结构和信息化因素是影响重庆市能源效率的主要因素这样的结论。并根据实证分析结果提出了提高研发经费占GDP比重、推进产业结构和能源消费结构调整和优化升级、提高重庆市能源领域信息化水平等对策建议。
[Abstract]:In the present era, profound changes are taking place in the world's productive forces, production methods, lifestyles, and economic and social development patterns. The traditional resource-based industries will be replaced by greener and more intelligent emerging industries. To meet the dual challenges of the international financial crisis and global climate change. Major developed countries and economies in the world actively adjust their strategies and policies for scientific and technological innovation, accelerate the layout and planning of new technologies and industries, and strive to increase economic vitality and promote economic growth through technological innovation and industrial innovation. How to improve energy efficiency will directly affect the initiative of international competition in the future. Energy problem is one of the great challenges in the process of economic development in China. Energy development is under the double pressure of not only meeting the needs of economic and social development but also reducing environmental pollution. The improvement of energy efficiency can help to alleviate these problems, and at the same time, it can also bring about an increase in economic benefits and achieve the goal of improving the overall competitiveness of the economy. Energy efficiency has become an effective way and an important guarantee for the future sustainable development of all countries in the world. Chongqing, as an old city of heavy chemical industry based on the equipment manufacturing industry, has experienced rapid economic development since the beginning of the 21st century. It needs a large number of energy sources every year as the basis for its development. Obviously, Energy problem is the key factor that restricts Chongqing's economic development. Therefore, the Chongqing Municipal people's Government issued the "implementation Plan of Green Building Action in Chongqing (2013 to 2020)" in 2013, which fully recognized the importance and urgency of carrying out green building action, and accurately grasped the requirements of the National Green Building Action Plan. To carry out the green building action as the important content of carrying out the scientific development view, vigorously promoting the construction of ecological civilization, promoting the urban and rural construction to a scientific development track of green, circular and low carbon, and promoting the comprehensive and coordinated economic and social development. Sustainable development This for Chongqing's enterprises to improve energy efficiency has guiding significance. Based on this background, based on a systematic review of the current research situation of energy efficiency concepts, measurement indicators, evaluation methods and influencing factors at home and abroad, this paper aims at the practical problems of Chongqing's economic development and excessive energy consumption. Collecting and sorting the relevant data of the influencing factors of Chongqing's energy efficiency, using the method of multiple regression analysis to extract the main influencing factors, and carrying out the research on the influencing factors of Chongqing's energy efficiency. Compared with the influence factors of energy efficiency in the western region, it is concluded that technological progress, industrial structure, energy consumption structure and informatization are the main factors affecting the energy efficiency of Chongqing. According to the results of empirical analysis, the paper puts forward some countermeasures and suggestions, such as increasing the proportion of R & D funds to GDP, promoting the adjustment and upgrading of industrial structure and energy consumption structure, and improving the level of informatization in the field of energy in Chongqing.
