宁海县城镇污水处理设施建设项目投融资模式研究

【摘要】：受制于传统融资模式下的资金压力和以政府为主导的运营体制,城镇污水处理设施的建设及运营滞后于城市的发展。污水处理设施的供应不足,一方面导致大量污水无法纳管处理,造成对水体的污染;另一方面已建成的污水处理设施运转效率低下。为了尽快解决目前城镇污水处理设施供需矛盾、建设资金不足以及运营效率低等问题,有必要寻求适合于城镇污水处理设施建设和持续发展的投融资模式。论文首先对相关理论及国内外关于城市基础设施投融资问题的研究成果进行了总结分析,包括公共物品理论、项目区分理论及投融资理论等。同时,论文对国内污水处理设施领域已有实践的六种投融资模式进行了比较分析,包括财政融资、金融机构融资、BOT融资模式、TOT融资模式、PPP融资模式、ABS融资模式等,并介绍了国内具有代表性的应用实例,从理论和实践两方面为后面的研究铺垫。论文根据宁海县城镇污水处理设施建设、运营和投融资现状及存在的问题,在充分考虑城镇污水处理设施项目的特殊性及各种投融资模式适用条件后,提出并论证了PPP模式在宁海污水处理设施建设中的可行性,以及融资模式多元化的实现途径。最后,论文还从宏观和微观两个层面提出了一些建议。
[Abstract]:The construction and operation of urban sewage treatment facilities lag behind the development of the city because of the capital pressure under the traditional financing mode and the government-led operation system. Lack of supply of sewage treatment facilities, on the one hand, led to a large number of sewage can not be treated, resulting in water pollution; on the other hand, the sewage treatment facilities have been built operation efficiency is low. In order to solve the problems such as the contradiction between supply and demand of urban sewage treatment facilities, the shortage of construction funds and the low operational efficiency, it is necessary to seek a suitable investment and financing mode for the construction and sustainable development of urban sewage treatment facilities. Firstly, this paper summarizes and analyzes the relevant theories and the research results of investment and financing of urban infrastructure, including the theory of public goods, the theory of project differentiation and the theory of investment and financing. At the same time, this paper makes a comparative analysis of six kinds of investment and financing models in domestic sewage treatment facilities, including finance financing, financial institution financing, BOT financing mode, TOT financing mode, PPP financing mode, ABS financing mode and so on. It also introduces the representative application examples in China, laying the groundwork for the later research from both theoretical and practical aspects. According to the present situation of construction, operation, investment and financing of urban sewage treatment facilities in Ninghai County and the existing problems, after fully considering the particularity of urban sewage treatment facilities and the applicable conditions of various investment and financing modes, The feasibility of PPP model in the construction of Ninghai sewage treatment facility and the way to realize the diversification of financing mode are put forward and proved. Finally, some suggestions are put forward from the macro and micro aspects.
