经济发展进程中的基础设施投资结构变迁

【摘要】：本文构建了经济发展进程与基础设施投资结构变迁的理论模型,并采用1998~2013年间省际面板数据对理论模型进行了实证检验。研究表明:在经济增长水平较低时,一般性基础设施投资对经济增长激励效应更强,但对自主创新演变影响较弱;在经济增长水平较高时,科技型基础设施投资对经济增长和自主创新激励效应均强于一般性基础设施投资。因此,政府在制定基础设施投资结构变迁政策时需同时兼顾自主创新目标和经济增长目标,根据两类基础设施投资边际效应的相对大小恰当地实施基础设施投资结构变迁,以最大限度地释放经济增长潜力。
[Abstract]:This paper constructs a theoretical model of economic development process and structural changes of infrastructure investment, and makes an empirical test of the theoretical model by using the provincial panel data from 1998 to 2013. The results show that when the level of economic growth is low, the general infrastructure investment has a stronger incentive effect on economic growth, but a weaker impact on the evolution of independent innovation; When the level of economic growth is high, the incentive effect of sci-tech infrastructure investment on economic growth and independent innovation is stronger than that on general infrastructure investment. Therefore, when formulating the policy of infrastructure investment structure change, the government should take into account the goal of independent innovation and the goal of economic growth at the same time, according to the relative size of marginal effect of the two types of infrastructure investment, carry out the structural change of infrastructure investment appropriately. To maximize the release of economic growth potential.
