新型城镇化背景下的郫县卫星城城市功能转型升级研究

【摘要】：党的十八大提出推进“以人为核心”的新型城镇化,各级政府出台了系规划方案。成都市提出建设七个卫星城市,作为落实新型城镇化的重要载体。新的城市定位促进城市功能转型升级,如何促使卫星城发展由注重规模扩张和形态建设向注重功能提升、内涵发展转变,如何从地区发展潜力、周边空间格局和自身产业禀赋环境特色等方面出发,找到城市功能转型升级的具体路径,是郫县未来发展中值得思考的问题。本文通过查阅大量有关新型城镇化和卫星城的文献并加以整理,了解前人的研究成果,把握研究理论基础的发展历程和最新研究趋势,为论文研究提供充分具体的理论指导和方法支持。结合实地调查,总结郫县区位特征、交通条件、社会经济及生态、文化、教育资源等多方面的概况。回顾郫县发展历史,梳理郫县城市功能及产业演进历程。运用区位熵法,剖析郫县城市功能现状特征,并找出存在的主要问题。运用SWOT法,分析郫县卫星城城市功能转型升级内外部环境。外部环境方面,分析了郫县可以争取和利用的政策红利,并与其他卫星城进行多维分析,并通过大量数据对比,重点分析了郫县当下面对的其他区域的多方面的竞争和挑战;内部能力方面,从人口、土地、产业和消费等四个方面进行了系统分析。在此基础上提出有利于郫县卫星城城市功能城转型升级的路径,总结本论文研究内容,指出今后重点研究方向。本文提出了郫县卫星城城市功能转型升级的具体路径,首先围绕城市功能定位的转型升级,从总体战略定位、城镇体系与交通组织、产业布局、文化和环境等4个方面制定了转型升级方案,进一步提出了城市功能体系转型升级举措和功能布局方案,同时,笔者结合在郫县工作和生活的切实体会,为郫县卫星城实现城市功能的转型升级,提出了若干具体的对策建议。
[Abstract]:At the 18th National Congress of the Communist Party of China (CPC), governments at all levels put forward a plan for promoting the new urbanization with people as the core. Chengdu proposed the construction of seven satellite cities as an important carrier for the implementation of new urbanization. The new urban orientation promotes the urban function transformation and upgrading, how to promote the development of satellite city from focusing on scale expansion and shape construction to focusing on function promotion, and how to change the connotation development from regional development potential. From the aspects of the surrounding spatial pattern and its own industrial endowment and environmental characteristics, it is worth thinking about in the future development of Pixian County to find the specific path of urban function transformation and upgrading. By consulting a large number of documents on new urbanization and satellite city, this paper tries to understand the previous research results, and to grasp the development course and the latest research trend of the theoretical basis of the research. To provide sufficient theoretical guidance and method support for the study of the paper. Combined with field investigation, this paper summarizes the general situation of Pixian's location characteristics, traffic conditions, social economy and ecology, culture, educational resources and so on. Reviewing the development history of Pixian, combing the function and industrial evolution of Pixian. By using the method of location entropy, this paper analyzes the current features of Pixian's urban function and finds out the main problems. Using SWOT method, this paper analyzes the internal and external environment of Pixian Satellite City's urban function transformation and upgrading. In terms of external environment, the paper analyzes the policy dividend that Pixian can strive for and uses, and carries on multidimensional analysis with other satellite cities, and through a large number of data comparison, analyzes the competition and challenge of other regions facing Pixian at present. Internal capacity, from the population, land, industry and consumption four aspects of a systematic analysis. On the basis of this, the paper puts forward the path that is beneficial to the transformation and upgrading of Pixian Satellite City, summarizes the research content of this paper, and points out the key research direction in the future. This paper puts forward the specific path of the urban function transformation and upgrading in Pixian Satellite City. Firstly, it focuses on the transformation and upgrading of the urban function positioning, from the overall strategic positioning, urban system and traffic organization, industrial layout, Four aspects of culture and environment have been developed, and the measures of urban functional system transformation and function layout have been put forward. At the same time, the author has combined with the practical experience of working and living in Pixian County. In order to realize the transformation and upgrade of the city function of Pixian Satellite City, some concrete countermeasures and suggestions are put forward.
