A市政物业公司管理体制及模式优化措施

【摘要】：从改革开放到现在,我国城市化进程逐渐加快,城镇化率也越来越高,截至2013年已达53.73%。随着人口、资源逐渐向城市集中,城市市政公用事业的建设和发展在社会生活中跃居为首要地位,但其市政管理体制却明显滞后,无法满足时代发展的要求,亟待转型和优化。在上述的背景下,我国市政公用事业改革放开了公用事业市场,提高了市政公用事业的运行效率。同时,也推动了政府职能转变和企业经营机制转换,逐渐完善了相应的立法、监管、服务等配套措施,促进市政公用事业的可持续发展。然而由于市场经济飞速发展、法律制度不够完善等原因,我国的市政公用管理体制仍然存在着一些问题,有必要深入优化市政公用事业的管理制度,进一步分析探讨市政管理体制改革中存在的各种现实问题及其产生的原因。本文根据我国多个城市市政公用事业发展的实际情况,借鉴国内外的研究成果,以某工业园区A公司为例,深入分析市政公用事业市场化改革过程中产生的现象和问题,探讨城市市政公用事业管理体制如何具体地进行优化转型。然后,本文提出相应的对策,明确市政管理部门在改革深化阶段的职责,改善市政管理部门的管理体制,促进城市公用设施良好的运行和有力的维护,从而提高整体运营效率。
[Abstract]:Since the reform and opening up to the present, China's urbanization process has been gradually accelerated, the urbanization rate is also getting higher and higher, up to 2013 has reached 53.73. With the population, resources gradually concentrated to the city, the construction and development of urban public utilities in the social life as the first position, but its municipal management system is obviously lagging behind, unable to meet the requirements of the development of the times, the urgent need for transformation and optimization. Under the above background, the reform of public utilities in our country has liberalized the public utilities market and improved the efficiency of municipal public utilities. At the same time, it has also promoted the transformation of government function and enterprise management mechanism, gradually improved the corresponding legislation, supervision, service and other supporting measures to promote the sustainable development of municipal public utilities. However, due to the rapid development of the market economy and the imperfect legal system, there are still some problems in the municipal public administration system of our country. It is necessary to optimize the management system of the municipal public utilities in depth. This paper further analyzes and discusses various practical problems in the reform of municipal management system and their causes. According to the actual situation of the development of municipal public utilities in many cities in our country, and drawing on the research results at home and abroad, taking A company of a certain industrial park as an example, this paper deeply analyzes the phenomena and problems arising in the process of the market-oriented reform of municipal public utilities. This paper discusses how to optimize and transform the management system of municipal public utilities. Then, this paper puts forward the corresponding countermeasures to clarify the responsibility of the municipal management department in the deepening stage of reform, to improve the management system of the municipal management department, to promote the good operation and effective maintenance of the urban public facilities, and thus to improve the overall operational efficiency.
