我国共有产权住房政策的探索与实践

【摘要】:在全面推进保障性安居工程建设过程中,各级住房保障部门和众多专家学者一直在探索思考符合我国国情的住房保障方式。继限价房、经济适用房、廉租房和公共租赁房等传统住房保障方式之后,共有产权住房作为一种新型住房保障方式亦已在我国多个试点城市展开。在梳理共有产权住房背景和优势之后,本文详细介绍并比较了各个试点城市共有产权住房的政策,最后指出我国在推行共有产权住房保障政策时需重点解决在同原有保障房关系、产权比例和转让以及运营管理机制等三方面的问题。
[Abstract]:In the process of promoting the construction of affordable housing project in an all-round way, housing security departments at all levels and many experts and scholars have been exploring and thinking about housing security methods in line with the national conditions of our country. Following the traditional housing security methods, such as price-limited housing, comfortable housing, low-rent housing and public rental housing, common property housing, as a new type of housing security, has also been launched in many pilot cities in China. After combing the background and advantages of common property housing, this paper introduces and compares the policies of common property housing in each pilot city in detail. Finally, it is pointed out that in carrying out the policy of housing security with common property rights, China should focus on the relationship with the original indemnificatory apartment, the proportion and transfer of property rights and the operation and management mechanism.
