新型城镇化进程中地方政府投融资平台发展研究

【摘要】：自2008年来,我国地方政府投融资平台伴随着城镇化而迅猛发展,但是现存的体制等因素已经逐渐限制平台的蓬勃发展,在新型城镇化背景下出现了债务规模隐患、平台公司管理不完善等诸多问题。目前,国家已出台一系列相关政策以求解决潜在的债务问题,深化经济体制改革是投融资平台健康发展的必经之路。国内外政府投融资经验表明,以市场为原则,完善并依靠债券、金融市场,是解决公共产品领域投融资问题的有效途径。本文以实证分析和规范分析相结合的原则展开研究。首先,梳理了地方政府投融资相关的国内外前期研究状况。其次,从平台概念、理论基础、发展历程和运作模式四个方面对我国地方政府投融资平台进行概述。然后,本文总结了平台在新型城镇化进程中发展的新动态和目前存在的问题。再次,针对这些问题,第一步从宏观层面构建指标体系使用MATLAB函数的主成分分析法,第二步从微观层面使用熵权系数法和TOPSIS法对平台公司进行评价,寻找导致平台公司得分低的主要原因,第三步综合分析出地方财政、政府行为、金融市场环境是影响平台发展的主要原因。进而,本文对比总结国外典型地区地方政府投融资模式,归纳出适合我国平台发展的经验。最后,根据前期数据分析结果和借鉴国外经验,提出关于我国地方政府投融资平台未来如何健康发展的建议,例如转变政府政绩观,深化财政体制改革,完善法律制度,加强审计监督,建立风险预警机制,构建合理的平台公司管理体系,拓展PPP等多元化的投融资渠道。
[Abstract]:Since 2008, the local government investment and financing platform in China has developed rapidly with urbanization, but the existing system has gradually limited the vigorous development of the platform, and there has been a hidden danger of debt scale in the context of new urbanization. Platform company management is not perfect and many other problems. At present, the state has issued a series of relevant policies to solve the potential debt problems, deepening the reform of the economic system is the only way for the healthy development of investment and financing platforms. The experience of government investment and financing at home and abroad shows that it is an effective way to solve the problem of investment and financing in the field of public goods to perfect and rely on bonds and financial markets based on the principle of market. This paper studies the principle of combining empirical analysis with normative analysis. First of all, combing the local government investment and financing related to the previous research situation at home and abroad. Secondly, this paper summarizes the local government investment and financing platform in China from four aspects: the concept of platform, the theoretical basis, the development process and the operation mode. Then, this paper summarizes the new trends and existing problems of the platform in the process of new urbanization. Thirdly, in order to solve these problems, the first step is to construct the index system from the macro level, and the principal component analysis method of MATLAB function is used in the second step to evaluate the platform company from the micro level by using entropy weight coefficient method and TOPSIS method. To find out the main reasons for the low score of platform companies, the third step is to comprehensively analyze the local finance, government behavior and financial market environment are the main reasons that affect the development of the platform. Furthermore, this paper compares and summarizes the investment and financing models of local governments in typical areas of foreign countries, and sums up the experience suitable for the development of platforms in China. Finally, according to the results of previous data analysis and drawing lessons from foreign experience, this paper puts forward some suggestions on how to develop healthily in the future of local government investment and financing platform in our country, such as changing the view of government achievement, deepening the reform of financial system and perfecting the legal system. Strengthen audit supervision, establish risk early warning mechanism, construct reasonable platform company management system, expand PPP and other diversified investment and financing channels.
