敦化市新型城镇化研究

【摘要】：城镇化是经济和社会发展进步的重要标志,是全面实现小康社会的必经之路。传统城镇化虽然取得了一定的阶段性成果,但存在着城镇化质量不高、不可持续、城乡二元结构等问题。立足我国基本国情,为更好建设城镇化,党和国家提出了建设新型城镇化的规划纲要。敦化市作为吉林省最大的县级市,同时也是长吉图开发开放先导区的重要城市之一,新型城镇化建设对整个区域发展具有重要作用。本文综合运用文献研究法、比较研究法、定性与定量研究法研究了敦化市新型城镇化的发展问题,研究结果对新型城镇化的实践和地区的发展具有重要意义。本文首先介绍了国内外有关城镇化和新型城镇化的发展历史和研究现状,接着阐述了传统城镇化和新型城镇化的内涵和特征,通过对比反映出传统城镇化与新型城镇化的共性与区别。本文总结了敦化市在城镇化建设中的发展情况,通过对国家新型城镇化规划纲要中城镇化水平、基础公共服务水平、基础设施水平、资源环境水平这四个方面指标的理解,挑选出具体指标对敦化市新型城镇化发展水平进行分析评价,为后续的发现问题和解决问题做铺垫。在研究过程中发现,敦化市的城镇化建设成果显著,但也存在着新型城镇化水平相对滞后、发展不均衡、新型城镇化发展体制不健全、城市基础设施不完善、城市综合竞争力有待提高等问题。通过分析问题的成因,结合国内外新型城镇化建设的经验与教训,为此提出六点建议,包括大力发展经济、合理制定发展战略、统筹城乡发展等,以帮助敦化市新型城镇化又好又快发展。
[Abstract]:Urbanization is an important symbol of economic and social development and progress, and the only way to realize a well-off society in an all-round way. Although the traditional urbanization has achieved some phased results, there are some problems, such as the quality of urbanization is not high, unsustainable, urban-rural dual structure and so on. Based on the basic national conditions of our country, in order to better build urbanization, the party and the state put forward the planning outline of building a new type of urbanization. Dunhua City, as the largest county-level city in Jilin Province, is also one of the important cities in Changjitu development and opening up area. The construction of new urbanization plays an important role in the development of the whole region. In this paper, the literature research method, comparative research method, qualitative and quantitative research method are used to study the development of new urbanization in Dunhua City. The research results are of great significance to the practice of new urbanization and the development of the region. This paper first introduces the development history and research status of urbanization and new urbanization at home and abroad, then expounds the connotation and characteristics of traditional urbanization and new urbanization, and reflects the commonness and difference between traditional urbanization and new urbanization through comparison. This paper summarizes the development of Dunhua city in urbanization construction, and through the understanding of urbanization level, basic public service level, infrastructure level and resource and environment level in the outline of national new urbanization planning, selects the specific indicators to analyze and evaluate the development level of new urbanization in Dunhua city, so as to pave the way for the subsequent discovery and solution of the problems. In the course of the study, it is found that the urbanization construction of Dunhua City has achieved remarkable results, but there are also some problems, such as the level of new urbanization is relatively lagging behind, the development of new urbanization is not balanced, the development system of new urbanization is not perfect, the urban infrastructure is not perfect, and the comprehensive competitiveness of the city needs to be improved. By analyzing the causes of the problems and combining with the experience and lessons of the new urbanization construction at home and abroad, this paper puts forward six suggestions, including vigorously developing the economy, reasonably formulating the development strategy, coordinating the development of urban and rural areas, etc., in order to help the new urbanization in Dunhua City develop well and rapidly.
