国外特色小镇对浙江特色小镇建设的借鉴

【摘要】：国外有许多各具特色的小镇,这些特色小镇多与本地的自然环境、社会经济、历史人文及发生的事件等相关,其发展机制又各不相同。浙江特色小镇作为国内新兴事物,借鉴国外特色小镇的建设经验具有现实意义。本文通过对国外特色小镇案例的分析,发现特色小镇在空间选址、产业体系、功能构成、景观风貌及经营运作等五个方面存在不同于一般小城镇、产业平台的特征,并归纳总结出能人的返乡创业、家族/传统的延续、名人/文化的催生、大事件的把握、企业总部的引领和新型产业契机的迎合等六种特色小镇发展路径。最后,在梳理国外特色小镇发展脉络的同时,结合浙江特色小镇的政策设计,提出了处理好长期与短期、政府与市场、个性与普适、数量与特色、动力与平台等方面的意见与建议,以期为浙江乃至我国特色小镇理论与实践发展提供可借鉴的思路与做法。
[Abstract]:There are many towns with their own characteristics in foreign countries, most of which are related to the local natural environment, social economy, history, humanities and events, and their development mechanisms are different. Zhejiang characteristic town as a new thing in China, it is of practical significance to draw lessons from the construction experience of foreign characteristic town. Through the analysis of the cases of foreign characteristic towns, this paper finds that the characteristic towns are different from the general small towns and industrial platforms in five aspects: spatial location, industrial system, functional composition, landscape style and operation, and sums up the return of capable people to their hometowns, the continuation of family / tradition, the birth of celebrities / cultures and the grasp of big events. Six characteristic small town development paths, such as the guidance of enterprise headquarters and the pandering of new industrial opportunity. Finally, while combing the development of foreign characteristic towns, combined with the policy design of Zhejiang characteristic towns, this paper puts forward some opinions and suggestions on dealing with the long-term and short-term, government and market, personality and universality, quantity and characteristics, motive force and platform, in order to provide reference ideas and practices for the theoretical and practical development of Zhejiang and even China's characteristic towns.
