【摘要】:新中国成立以来,我国工业经历了飞跃式的发展,对整个国家经济发展起到了巨大的推进作用。根据国家统计局资料显示,改革开放以来,我国工业生产总值已经从1978年的1607亿元猛增至到2013年的210689亿元。伴随着工业化进程一路突飞猛进的发展,我国工业用地规模也随之迅速增长,土地过度消耗、土地利用结构不合理及土地利用效率低下等问题初步显现,特别是工业用地的低强度利用问题突出,这也使土地资源的供给也出现了很大的压力。国家高度关注工业用地的节约集约利用,工业用地相关政策、控制标准相继出台对工业用地开发强度进行管控。而山东省作为人多地少的经济大省,其经济发展和工业化进程也如同中国的一个缩影在国家,因此在国家“实行标准控制制度”的大环境下,山东省工业用地开发强度指标实效的研究具有一定的代表性和典型性。首先,本文梳理和回归了工业用地开发强度的政策和相关研究,在总结已有研究成果的基础上,对山东省工业用地开发强度指标的内涵进行了新的界定,从土地空间利用的视角针对容积率和建筑系数对工业项目用地规模控制的不足,引入单位用地指标,以定额指标与控制指标相结合方式对山东省工业用地开发强度指标实效进行评价。其次,通过两轮问卷调查,选取山东省16个地市的1374个典型工业企业样本进行研究,涉及26个工业大类、69个工业中类以及108工业小类。基于调查数据的定量与定性分析,从定额指标实施评价、控制指标实际值评价以及控制指标执行度评价三个方面对山东省工业用地开发强度指标实效进行研究,。最后,针对评价结果,从指标体系编制、政府部门管理以及企业自身建设等方面总结山东省工业用地开发强度指标实施评价结果出现问题的原因,并结合典型工业企业样本案例进行佐证。从山东省开发强度指标控制体系的构建、相关部门管理程序的完善、管控机制的保障以及供地方式的转变四个方面提出相应对策。
[Abstract]:Since the new Chinese was established, the industry of our country experienced a leap forward development, on the whole national economic development has played a huge role in promoting. According to the National Bureau of statistics data show that since the reform and opening up, China's gross industrial production has soared to 160 billion 700 million yuan from 1978 to 2013 210689 billion yuan. With the development of industrialization a rapid, the scale of industrial land in China grew rapidly, excessive land consumption, emerging problems of unreasonable structure and land use efficiency of land use, especially for low intensity and land problems in industry, so the supply of land resources have also been great pressure. The national height focus on land intensive use of industrial land, industrial policy, control standards have been issued to control the industrial land development intensity. Shandong province is much less economic Province, the economic development and industrialization as a microcosm of the China in the country, so in the national implementation of the standard control system "of the environment, the effectiveness of research strength index of industrial land development in Shandong province is typical and representative. Firstly, this paper combs and policy related research and return industrial land development intensity, on the basis of summarizing existing research results, a new definition for the connotation of the strength index of industrial land development in Shandong Province, from the perspective of spatial land use for building volume rate and coefficient of industrial projects with insufficient scale control, introducing the unit land index, the quota the combination of index and control index to evaluate Shandong Province industrial land development intensity index effectiveness. Secondly, through two rounds of questionnaire survey, selected 16 cities in Shandong Province, the 1374 typical samples of industrial enterprises Study, involving 26 industry categories, 69 industry categories, 108 industry categories. Quantitative and qualitative analysis based on the data of the survey, from the quota evaluation of implementation, evaluation and control index of the actual value of control index of the implementation of three aspects of evaluation research on the effectiveness of Shandong province strength index of industrial land at last, according to the evaluation results, from the establishment of index system, government management and enterprise self construction summary of Shandong Province industrial land development intensity index of the implementation of the evaluation results of the causes of the problems, combined with the typical industries in the sample case evidence. Construction from the Shandong province development intensity index control system, improve the relevant management departments the program, put forward the corresponding countermeasures of the security control mechanism and the transformation for the way in four aspects.
