降低居住密度与治理城市拥堵的关联度

【摘要】:为治理城市交通拥堵,我国采取了诸多措施,但成效并不显著,重要原因是未从居住密度的视角提出针对性举措。拥堵的本质是人、车密度过大。比较发现,与国外因汽车社会发展出现城市中心人口密度下降现象不同,我国城市住宅集合化引致建成区居住极限密集,并且在机动车数量高速增长的最近十多年,部分地区土地利用结构中居住和交通用地比重在减少、路网密度在降低,建成区人口密度却在增加,因此拥堵日益严重。顺应产业结构变化、汽车社会发展、贸易自由化的形势,土地利用中应提高居住和交通用地的比重。
[Abstract]:In order to control urban traffic congestion, China has taken a lot of measures, but the effect is not remarkable. The important reason is that it has not put forward targeted measures from the perspective of residential density. The essence of congestion is people, and the density of cars is too high. Different from the phenomenon of decreasing population density in urban centers in foreign countries due to the development of automobile society, urban residential agglomeration in our country leads to the density of residential limit in the built-up areas, and in the last decade or so, the number of motor vehicles has been growing at a high speed. In some areas, the proportion of residential and traffic land in the land use structure is decreasing, the road network density is decreasing, but the population density in the built-up areas is increasing, so the congestion is becoming more and more serious. Trade liberalization situation, land use should increase the proportion of residential and traffic land.
