市政工程开展设计施工总承包的比较优势研究

【摘要】：随着我国城市公用事业改革进程的加快,市政项目的业务模式改革引起了广泛关注。随着总承包模式在建设领域取得的良好效果,市政项目也开始进行总承包模式的推广探索。市政项目不同于一般的工程建设项目,其复杂性较高,对于建设方的要求也比较多。相对于传统的分包模式而言,总承包模式在市政项目中更具比较优势。然而,总承包模式下的市政项目运行中仍然存在主客观风险,如何正确认识市政项目采取总承包模式所具有的优点,并了解其客观风险成为市政项目进行总承包推广时需要研究的问题。天津市建设行业拥有较强的实力基础,并且各大型设计院在过去十几年中已经在总承包方面积累了大量经验,天津市市政项目采取总承包模式推广拥有良好的现实基础,本研究正是以此为根据,以天津市某桥梁建设市政项目为案例,讨论总承包模式对于天津市市政项目建设的优势和劣势,并总结其共性问题,以期找到提升方案。本研究着重结合文献综述法、案例分析法和规范分析法,探讨总承包模式在市政项目中的比较优势,寻找提升其比较优势和促进市政项目更好发展的相关路径:本文首先对本文研究背景、目的和意义、思路和方法,相关文献等进行整理,具体介绍总承包模式、国内外总承包发展状况;其次分析市政项目采用总承包模式所优势,并具体介绍天津市市政项目采用总承包模式的条件;然后结合天津市某桥梁建设市政项目为案例,分析市政项目针对建设方所提出的特殊规定,并分析和传统的模式对比下总承包模式所具有的优势;最后根据全文的分析,提出市政项目采取总承包模式的提升建议,具体包括:完善招投标前期工作,获得最佳采购方案;严格执行市政项目预算;严格执行施工阶段造价控制;严格把控结算环节;完善相关法律法规;制定相关合同范本,加强规范性运作;加强人才培养,推动市政行业设计企业向工程公司方向的转型。
[Abstract]:With the acceleration of the reform process of urban public utilities in our country, the business model reform of municipal projects has aroused widespread concern. With the good effect of the general contracting mode in the field of construction, Municipal projects also began to explore the general contracting mode. Municipal projects are different from the general construction projects, their complexity is higher, and the requirements of the constructors are more. Compared with the traditional subcontracting mode, the municipal projects are different from the conventional subcontracting mode. However, there are still subjective and objective risks in the operation of municipal projects under the general contracting mode. It is necessary to study the objective risk of municipal projects in general contracting promotion. Tianjin construction industry has a strong foundation of strength. And each large design institute has accumulated a great deal of experience in general contracting in the past ten years, and Tianjin municipal project has a good practical foundation to popularize the general contracting mode. This research is based on this. Taking a municipal project of bridge construction in Tianjin as an example, this paper discusses the advantages and disadvantages of the general contracting mode for the construction of municipal projects in Tianjin, and summarizes its common problems in order to find the promotion scheme. This paper discusses the comparative advantage of general contracting mode in municipal projects, and finds the relevant ways to improve its comparative advantage and promote the better development of municipal projects. Firstly, this paper studies the background, purpose and significance of this paper. Train of thought and method, relevant documents, etc., introduce the general contracting mode, the development of general contracting at home and abroad. Secondly, analyze the advantages of municipal projects using general contracting mode, It also introduces the conditions of adopting general contracting mode in Tianjin municipal projects, and then analyzes the special regulations of municipal projects aiming at the constructors in combination with a bridge construction municipal project in Tianjin as a case. Finally, according to the analysis of the full text, put forward the municipal projects to adopt the general contracting mode, including: improve the pre-bidding work, obtain the best procurement plan; Strictly execute the municipal project budget; strictly implement the construction stage cost control; strictly control the settlement link; improve the relevant laws and regulations; formulate the relevant contract model, strengthen the normative operation; strengthen the talent training, To promote the transformation of municipal design enterprises to engineering companies.
