面向管理的城市设计导控实践研究

【摘要】:随着我国市场经济的不断完善,城市建设速度不断加快,面对多元化的开发主体,亟需为城市建设提供一套操作性强的城市设计管控体系。通过城市设计管控的一系列的规则来引导和控制城市建设,以建立有利于公众利益的城市空间。近年来国内不少城市都开始重视城市设计研究,进行了不少理论研究。无论从理论方面或具体实践方面,目前我国的城市规划工作中,较缺乏对城市设计如何与规划管理紧密结合,使之具有切实有效的可操作性的探索。因此,通过多年来的工作经验,笔者认为有必要对目前我国的城市设计管控进行全面地检讨和重新认识,特别是如何让城市设计管控接轨规划管理,真正发挥出城市设计指导和促进城市建设的重要作用。本文从建设管理的角度出发,深入地探讨国内外城市设计管控内容与方法的差异,发现以往的城市设计偏重刚性的管理控制,缺少柔性的引导控制。本文结合基本概念和相关基础理论的辨析,结合广州城市设计实践历程,对四个城市重点地区城市设计案例及其实施管理加以绩效评述,提出“城市设计导控”这一创新名词,并提出城市设计导控在各个规划层面的内容与方法,以及各层面之间有效衔接的方法建议。着重对面向管理的城市设计导控方法提出详细的框架建议,并对实施管理中涉及的管理方、设计方、建设方等多方协作机制、设计成果形式与管理的衔接、城市设计导控的运行程序和公众参与机制加以设计。各章主要内容如下:第一章,在介绍了研究背景的基础上,提出以“面向管理的城市设计导控实践研究”为题,提出“城市设计导控”的创新概念,深入探讨城市设计与规划管理之间的关系,对相关研究理论进行综述,并阐明了研究方法、研究意义、论文框架和主要创新点。第二章,对城市设计导控涉及的概念、基础理论进行了系统分析和归纳。从合法论、价值论和方法论方面进行分析,辨析导控实质,提出其实质是一种以弹性控制为特点的管理手段。第三章,介绍了美、英、日本、新加坡等国以及香港、深圳、厦门、广州等国内城市的城市设计的特点及开发控制体系,介绍了城市设计与法定规划体系的关系,并着重对城市设计方面的共性进行了归纳,试图找出可供我国城市设计管控借鉴之处。第四章,结合笔者多年的城市设计与规划管理工作实践,梳理了改革开放以来广州市城市设计发展的历程,对珠江新城城市设计(90年代末)、大学城中心区城市设计(2003年)、白云新城城市设计(2009年)、国际金融城(2013年)等四个不同时期的重点地区城市设计编制过程进行了回顾,归纳其城市设计控制特点,梳理城市设计重点要素,深入剖析建设管理个案,并对管理实效进行量化统计及分析,为后文搭建面向管理的城市设计导控框架提供第一手的实践支撑。第五章,总结地区层面重点导控要素的具体导控方法,包括“标志物”“建筑高度”“界面”“开敞空间”“风格”“空间序列”等;从面向规划管理的角度深入分析了导控必要性、导控强度及导控方式。第六章,在分解地区城市设计要素的基础上,根据实际管理需要,总结出面向管理的地块层面城市设计要素导控方式。第七章,建构“三层次三阶段”的城市设计导控框架,三层次包括宏观(城市或地区)、中观(街区)和微观(地块);三阶段包括规划编制、土地出让及方案审查;提出重点要素的弹性及刚性相结合的具体导控方式。第八章,论述广州市保障城市设计实效的制度创新,重点说明不同阶段过程中公众参与的方式以及程序,分析广州特色的公众征询监督委员会制度、规委会议事制度、地区规划师制度对于保障城市设计实效的作用。本文的创新点在于以下三点。(1)城市设计导控的创新概念引入“控制论”、“符号学”与“行政管理学”,对“城市设计导控”进行辨析,提出城市设计导控不同于以往单纯的二次订单,是二次订单和直接干预结合的弹性控制,是实践中总结摸索出来的一种具有实效的管理手段。(2)广州市城市设计管理实效评析选取广州市具代表性的四个城市设计(广州珠江新城、大学城、白云新城、国际金融城),对其编制过程、控制要素、控制效果、控制变化量化统计等进行深入研究。(3)“三层次三阶段”的城市设计导控框架与制度创新建立“三层次三阶段”的城市设计导控框架;着重探讨弹性控制手段;探讨了近年来广州在提升城市设计实效方面的制度创新,包括公众征询监督委员会制度、规委会议事制度以及地区规划师制度。
[Abstract]:With the improvement of China's market economy, accelerating the pace of city construction, facing the diversified development of the subject, to provide a set of operational management and control system design for city city construction. Through the control of the city design a series of rules to guide and control the city construction, to establish the public interest of the city space. In recent years, many domestic city have begun to attach importance to research on city design, a lot of theoretical research. Whether in theory or practice, in the city planning work at present in our country, lack of city design and planning management of how closely, so that it has practical and effective operational exploration. Therefore, through over the years of work experience, the author thinks that it is necessary for the design of our city management to conduct a comprehensive review and re understanding, especially how to make the city design control standards Planning management, really play an important role in promoting and guiding the design of city of city construction. This article from the construction management perspective, deeply discuss the differences at home and abroad city design control contents and methods, found that the city design emphasis on rigid control, lack of flexible guidance control. In this paper the basic concepts and related analysis the basic theory, combining with the design practice of Guangzhou City, a city of four key areas in the city design and implementation management to performance review, put forward the "city design control" of the innovation term, and put forward the city design guide control in the content and method of each planning level, proposed effective link between and at all levels. We focus on the design of city management guidance and control method with the proposed framework, and the related management, implementation of management in design, construction etc. Multi-party cooperation mechanism, interface design and management achievement, city design guide control working procedure and mechanism of public participation in the design. The main contents of each chapter are as follows: the first chapter introduces the basic research in the background, put forward the "city oriented design management guide and control on practical research, put forward the concept of innovation" city design guide control ", to explore the relationship between the management of city planning and design, summarizes the related theory research, and expounds the research methods, research significance, research framework and main innovative points. The second chapter, the design of city guide and control the related concepts and basic theory are analyzed and summarized. From the legal theory, value theory and methodology analysis of guide control essence, the essence of which is a flexible control characteristics of management. In the third chapter, introduced the United States, Britain, Japan, Singapore and other countries and Hongkong, Shenzhen, Xiamen, Guangzhou and other domestic city design features and development of control system, introduced the relationship between city design and the statutory planning system, and focus on the city design and summarizes the common features, trying to find out for our city design control reference. The fourth chapter, combined with the author's City design planning and management practice, since the reform and opening up the development of Guangzhou city has combed the city design process, design of the Zhujiang New City (late 90s), the University City Center City Design (2003), Baiyun Metro City Design (2009), international financial city (2013) in four different periods in key areas of city design the process was reviewed, summarized the characteristics of city design control, combing the key elements of city design, construction management and in-depth analysis of the case, statistics and quantitative analysis of the effectiveness of management, for This city built for the management guidance framework provides first-hand practical support. In the fifth chapter, the specific control method guide summarizes regional level focusing on the guiding and controlling factors, including "markers" and "building height" of the "interface" and "open space" and "style" and "space sequence"; from the view of project management the in-depth analysis of the necessity of guidance and control, guide and control the strength and control. The sixth chapter, based on the decomposition of design elements of the city area, according to the actual needs of management, summed up the parcel level city design elements for management control mode. In the seventh chapter, the construction of "three levels and three stages of city design" guide control framework three, including the macro level (city or area), medium (block) and micro (block); three stages including planning, land transfer and program review; put forward the elastic and rigid key elements combined with specific derivative control methods. The eighth chapter discusses the system innovation, Guangzhou city security design effectiveness, focusing on public participation during the different stages and procedures, analysis of the characteristics of Guangzhou public consultation supervision committee system, planning commission system of procedure, the role of regional planning system for the protection of city design effectiveness. The innovation of this paper lies in the following three points. (1) the concept of innovation city design pilot introduction of "control theory", "Semiotics" and "administrative management", the analysis of "city design control", the city design control is different from the previous two orders alone, two orders and direct intervention with flexible control, is an effective means of management summary groping out in practice. (2) Guangzhou city urban design management actual effect selected four city design representative in Guangzhou city (Guangzhou Pearl River Metro, University City, white Cloud City, international financial city), its preparation process, control elements, control effect, in-depth study of control to quantify changes in statistics. (3) "city design three level three stage" guide control framework and system innovation to establish a "city design three level three stage" guidance framework; focusing on flexible control means; discusses in recent years in Guangzhou city design to enhance effectiveness of the innovation system, including the public consultation supervision committee system, Planning Commission procedure system and area planner system.
