【摘要】：城市供水产业以满足城市及工业用水为目标,承担着城市水资源有效开发和合理利用的重要职责,也是维系一个城市不断建设发展的基础产业之一。水务行业通过对水资源的良性开采、合理加工、高效率的输送、有效回收和充分利用等,来满足城市和工业用水的需求,是城市经济建设、居民生活、工业生产维持正常运行的最基础的要素。传统的水资源城乡分割、地下水和地表水分割的运营体制严重制约了城市发展,已经越来越不适应社会发展的需要。国际学术界普遍认为,现代城市产生高经济效益和可持续发展,必须建立统一管理的以道路网、电力网、水网和信息网为主的网络基础,其中水网是非常关键的一环。国外水务运营的经验也表明,城乡供水一体化运营有利于水资源优化配置和可持续利用,符合水资源本身的自然属性和生态属性。城市中职责交叉、部门分割的传统水行政运营体制所暴露出的众多缺陷,加剧了供水运营体制改革的诉求,而当前的国家大部制改革无疑成为推动有机整合水务行政管理职能、集中统一管理涉水事务的强大动力,更在国家政策层面为水务运营体制改革提供了条件。而供水是水务行业的核心部分,供水一体化运营是水务一体化运营的前提,在此背景下,本研究对供水一体化运营进行探索,以促进提高供水乃至水务行业管理效率及运营发展。通过对国内外供水一体化成功经验的分析发现,在健全地方性水务法规的基础上引入市场化运行方式,搭建多元化资本运作平台,是实现供水一体化良好运营的有效做法。本文结合东莞地方特色,在充分考虑东莞供水发展现状和运营的现实基础的基础上,提出以确定供水一体化运营的主体、健全地方性水务法规体系、促进供水信息化建设、引入市场化运行方式、搭建多元化资本运作平台等为主要内容的运营思路;并提出了首先整合市区供水业务,然后整合东江水务统筹供水的23个镇街的供水业务,最终整合全市供水资产的三步走路径。最后,为保障供水一体化运营的顺利实施提出了行政管理措施、企业运营管理、项目资金筹措、配套工程措施、整合村级水厂等方面的保障措施。
[Abstract]:The urban water supply industry, which aims to meet the needs of urban and industrial water, is responsible for the effective development and rational utilization of urban water resources, and is also one of the basic industries to maintain the continuous construction and development of a city.The water industry can meet the needs of urban and industrial water through the benign exploitation of water resources, rational processing, high efficiency transportation, effective recovery and full utilization, which is the economic construction of the city and the life of the residents.The most basic element of industrial production to maintain normal operation.The traditional operation system of urban and rural water resources, groundwater and surface water partition seriously restricts the urban development, and has become more and more unsuitable for the needs of social development.The international academic circles generally believe that modern cities produce high economic benefits and sustainable development, so it is necessary to establish a unified management network based on road network, power network, water network and information network, among which water network is a very critical part.The experience of foreign water operation also shows that the integrated operation of urban and rural water supply is beneficial to the optimal allocation and sustainable utilization of water resources, which accords with the natural and ecological attributes of water resources.The shortcomings of the traditional water administration system, which is characterized by the overlapping of responsibilities and division of departments in the city, have aggravated the demands of the reform of the water supply operation system, and the current national large-scale system reform has undoubtedly become the function of promoting the organic integration of the water administration and management.The powerful power of centralized and unified management of water-related affairs provides conditions for the reform of water operation system at the national policy level.The water supply is the core part of the water supply industry, and the integrated operation of water supply is the premise of the integrated operation of water supply. Under this background, this study explores the integrated operation of water supply.In order to promote the water supply and even water industry management efficiency and operational development.Through the analysis of the successful experience of water supply integration at home and abroad, it is found that it is an effective way to realize the good operation of water supply integration by introducing market-oriented operation mode on the basis of perfecting local water affairs laws and regulations and setting up a diversified capital operation platform.On the basis of considering the present situation of Dongguan water supply development and the practical basis of its operation, this paper puts forward that the main body of the integrated operation of water supply should be determined, the local water affairs laws and regulations system should be perfected, and the information construction of water supply should be promoted.Introduce market-oriented operation mode, build diversified capital operation platform as the main content of the operation, and put forward the integration of urban water supply business, and then the integration of Dongjiang water supply of 23 town street water supply business,Finally, the integration of the city's water supply assets of the three-step path.Finally, in order to ensure the smooth implementation of the integrated operation of water supply, the paper puts forward the measures of administrative management, enterprise operation and management, project financing, supporting engineering measures, integration of village water plants, and so on.
