黎托公司长沙高铁站安置房项目造价控制研究

【摘要】:近年来,随着城市规模不断扩大,城市基础建设投资不断加大,征地拆迁和失地农民安置规模持续扩大。目前,拆迁安置住房成为了一个热门的话题,解决失地农民住房成为各个城市在扩大规模的同时必须解决的一个难题。长沙高铁站场建设规模宏大,征地拆迁范围广,安置人口多,安置房建设面积大。进行安置房的造价控制研究,把研究成果运用于安置房建设实践中,利用合理的控制手段能更加有效使用建设资金。在资金总量确定并且建设规模、标准、工期和质量必须优先保证的条件下,造价控制研究能提高资金使用效率,降低工程造价,节约投资成本,满足失地农民的住房需求,从而维护稳定团结高铁新城建设局面。因此,长沙高铁站安置房的造价控制研究在经济效益和社会效益都有十分重大的现实意义。本文以长沙高铁站安置房为研究对象,运用全过程造价控制、价值工程、挣得值等理论的基本模型和分析方法,旨在提高黎托公司造价控制水平,提高资金使用效率。首先,通过对工程造价体系理论的阐述,明确造价的组成和形成的阶段,并且介绍当前普遍使用的造价理论,形成对工程造价的基本知识框架的认识。其次,针对现阶段安置房建设中存在的问题,在建设工程主体责任各个单位和工程建设造价形成的各个阶段分别提出长沙高铁站安置房建设的控制方案和措施。再次,通过在项目实施中的控制方案的实践执行过程和产生的效果,证明造价控制研究的有效性。最后,提出保证造价研究实践成果的保障措施以及在总结现阶段造价控制不足的基础上对后续安置房建设提出造价控制建议。在长沙高铁站安置房建设项目中,一期康景园项目利用造价控制方法对工程进行造价控制实践。通过明确建设单位、设计单位、建立单位、监理单位各个参建造价责任,以保证各单位配合黎托公司进行全过程造价控制。同时,黎托公司以建设单位的角度运用本文研究的方案,从安置房项目的投资决策、工程设计、招投标、施工管理、竣工结算等几个阶段进行全过程造价控制,保证了安置房建设造价在控制计划中,确保康景园项目的顺利竣工,取得了显著的成绩,为后续安置房建设的造价控制奠定了坚实的基础,对后续安置房建设的造价控制产生深远的现实作用。
[Abstract]:In recent years, with the continuous expansion of urban scale, the investment in urban infrastructure is increasing, and the scale of land requisition and relocation and the resettlement of land-lost farmers continue to expand. At present, the demolition and resettlement of housing has become a hot topic, the settlement of land-lost farmers' housing has become a difficult problem that must be solved at the same time of expanding the scale of each city. Changsha high-speed railway yard construction scale, land removal range, resettlement population, housing construction area. The research on the cost control of the housing is carried out, and the research results are applied to the construction practice of the housing, and the construction funds can be used more effectively by using the reasonable control measures. Under the condition that the total amount of funds is determined and the construction scale, standard, time limit and quality must be guaranteed first, the study of cost control can improve the efficiency of the use of funds, reduce the project cost, save the investment cost, and meet the housing needs of landless farmers. In order to maintain stability and unity of high-speed rail construction of the new city situation. Therefore, the research on cost control of housing in Changsha high-speed railway station is of great practical significance in both economic and social benefits. This paper takes the housing of Changsha high-speed railway station as the research object, using the basic model and analysis method of the whole process cost control, value engineering and earned value theory, aiming at improving the cost control level and improving the efficiency of capital use in Lito Company. First of all, by expounding the theory of engineering cost system, the composition and formation stage of construction cost are clarified, and the cost theory is introduced, and the understanding of the basic knowledge frame of engineering cost is formed. Secondly, in view of the existing problems in the construction of resettlement houses at this stage, the control scheme and measures of the housing construction of Changsha high-speed railway station are put forward respectively in each unit responsible for the construction of the main body of the construction project and in each stage of the formation of the project construction cost. Thirdly, the effectiveness of the cost control research is proved by the practical execution process and the effect of the control scheme in the implementation of the project. Finally, the paper puts forward the guarantee measures for the practical results of the research on the cost and puts forward some suggestions on the cost control of the subsequent housing construction on the basis of summarizing the insufficient cost control at the present stage. In Changsha high-speed railway station housing construction project, the first phase Kangjingyuan project uses the cost control method to carry on the cost control practice to the project. By defining the responsibility of the construction unit, the design unit, the establishment unit and the supervision unit, we can ensure that all the units cooperate with Lito Company to carry out the whole process cost control. At the same time, from the point of view of the construction unit, Lito Company uses the scheme studied in this paper to control the whole process cost from several stages, such as investment decision, project design, bidding, construction management, settlement and so on. It ensures the construction cost of the resettlement house in the control plan, ensures the smooth completion of the Kangjingyuan project, obtains remarkable achievements, and lays a solid foundation for the cost control of the subsequent housing construction. For the subsequent housing construction cost control has a far-reaching practical role.
