基于五个新发展理念对“十三五”空间规划重点取向的探讨

【摘要】：探讨我国国土空间优化配置的重大理论和应用问题,归纳"十三五"时期空间规划的主要指引。基于问题导向和目标导向相互融合的学术思想,以"新城市病"为问题导向的例证、以城镇化新机制为目标导向的案例,综合分析了创新空间规划的必要性。提出完善我国空间规划体系、构建现代化区域治理和空间管制模式的重点取向是在法制化和科学性的大前提下,强化空间规划的"两性"和"两化",即空间规划要具备战略性和约束性,实现精准化和系统化。战略性突出前瞻性的长远指引和上位的顶层设计,约束性突出规划刚性内容和实施的刚性手段,精准化突出差异化发展模式及针对性规划举措,系统化更加注重不同规划间的协调及规划同实施规划的机制设计的协调,着眼日益复杂的规划对象和规划系统性、科学性的取向要求,进行了空间规划学科建设的思考。为此,应重视学科融合的综合性特征,强调现代技术的支撑应用;重视基础理论和基本模式的深化研究,突出空间规划学科体系的整体协同发展;重视大数据和模型群的基础设施建设,创新规范标准与弹性柔性规划的统一路径。
[Abstract]:This paper discusses the important theory and application of the optimal allocation of land and space in China, and summarizes the main guidance of spatial planning in the 13th Five-Year Plan period. Based on the integration of problem orientation and goal orientation, the necessity of innovative spatial planning is analyzed synthetically, based on the example of "new urban disease" as problem-oriented and the case of new urbanization mechanism as goal-oriented. It is proposed that the key orientation of perfecting the spatial planning system of our country and constructing the modern regional governance and spatial control mode is under the premise of legalization and scientificalness. Strengthen the "gender" and "two" of spatial planning, that is, spatial planning should be strategic and binding, and achieve precision and systematization. Strategic and forward-looking long-term guidance and top-level design, binding highlights of rigid planning content and rigid means of implementation, precision highlighting differentiated development models and targeted planning initiatives, The systematization pays more attention to the coordination between different planning and the coordination between planning and the mechanism design of carrying out the planning, and focuses on the increasingly complex planning object and the systematic and scientific orientation of the planning, and makes some thoughts on the construction of the subject of spatial planning. Therefore, we should pay attention to the comprehensive characteristics of subject fusion, emphasize the support and application of modern technology, pay attention to the deepening research of basic theory and mode, and highlight the overall coordinated development of the subject system of spatial planning. Attention should be paid to the infrastructure construction of big data and model group, and to the innovation of standard and flexible planning.
