北京城市地下空间总体规划编制研究

【摘要】：21世纪,北京对城市地下空间开发利用日益重视。2004年北京第一版“地下空间总体规划”编制完成之后,地下空间开发利用的规模快速增长。然而,对比国内外先进经验,北京城市地下空间开发利用仍然存在多方面问题,需要进一步开展研究。本文从总结和分析“北京2004地下空间总规”编制与实施情况入手,在研究和借鉴国内外城市地下空间开发利用经验和地下空间总体规划编制案例的基础上,指出当前北京城市地下空间开发利用存在三方面问题,即规划问题,导致了建设混乱;设计问题,导致了使用不便;管理问题,导致了利用不当。同时,通过剖析问题提出了四个主要原因,包括法律法规不健全,体制机制不完善,欠缺主要技术标准以及规划编制不完备。从问题的根源出发,借鉴国内外先进经验,并结合新一轮北京城市总体规划修改的要求,本次研究提出北京城市地下空间总体规划编制的四项建议:(1)缩小规划编制范围:规划范围以“小而精”为主,尽量结合权责相对明确的地区开展编制。(2)转变规划编制理念:强调“编制与实施并重”,注重提出更为明确而细化的实施措施与要求。(3)调整规划编制内容:注重“上下结合”,既要制定规划策略,也要加强重点地区与主要节点的城市设计指导。(4)完善规划编制方法:加强现状问题分析、合理制定目标、加强“环境影响评估”、控制竖向利用深度、引导旧城和新城合理规划、加强重要专项规划以及制定可行的实施措施等。最后,本次研究还指出:在后续工作中,需要积极加强地下空间法律法规和体制机制等方面的研究和制定,才能切实保障地下空间总体规划编制的科学性与严肃性,才能切实保障规划的落实。
[Abstract]:In the 21st century, Beijing pays more and more attention to the development and utilization of urban underground space. After the completion of the first edition of Beijing's General Plan for Underground Space in 2004, the scale of underground space development and utilization has increased rapidly. However, compared with the advanced experience at home and abroad, there are still many problems in the development and utilization of underground space in Beijing. Starting with the summary and analysis of the compilation and implementation of Beijing 2004 Underground Space Master Plan, this paper studies and draws lessons from the experience of the development and utilization of urban underground space at home and abroad and the case study of the overall planning of underground space. It is pointed out that there are three problems in the development and utilization of urban underground space in Beijing, namely, the planning problem, the construction confusion, the design problem, the inconvenient use, and the management problem, which leads to the improper utilization. At the same time, four main reasons are put forward by analyzing the problems, including imperfect laws and regulations, imperfect system and mechanism, lack of main technical standards and incomplete planning. Proceeding from the root of the problem, drawing lessons from the advanced experience at home and abroad, and combining with the requirements of the new round of revision of Beijing's urban master plan, This study puts forward four suggestions on the overall planning of urban underground space in Beijing: (1) narrow down the scope of planning: the scope of planning is mainly "small but fine." Try to combine with the areas with relatively clear powers and responsibilities to develop the compilation. 2) change the planning and compilation concept: emphasize the "equal emphasis on the establishment and implementation", pay attention to putting forward more clear and detailed implementation measures and requirements. Adjust the contents of the planning; pay attention to the "integration of the upper and lower levels." It is necessary not only to formulate planning strategies, but also to strengthen the urban design guidance of key areas and major nodes. (4) to perfect the planning methods: to strengthen the analysis of current problems, to rationally formulate objectives, to strengthen "environmental impact assessment", and to control the vertical utilization depth. Guide the rational planning of old and new cities, strengthen important special plans and formulate feasible implementation measures. Finally, this study also points out that in the follow-up work, it is necessary to actively strengthen the research and formulation of laws, regulations, and institutional mechanisms of underground space in order to ensure the scientific and serious nature of the overall planning of underground space.
