生态移民安置社区规划探讨——以贺街镇扶贫生态移民工程修建性详细规划为例

【摘要】：扶贫生态移民是我国生态移民的主要类型,而依托城镇集中安置将是各地未来实施生态移民工程的主要安置模式之一。文章在深入分析城镇集中安置生态移民工程难点问题的基础上,总结了"搬得出、留得住、有出路"的生态移民安置社区规划思路,并以广西贺州市贺街镇扶贫生态移民工程修建性详细规划为例,提炼了"生态·宜居"的生态移民安置社区规划理念,通过全面考虑移民需求,重点协调城镇生态移民安置社区与周边用地布局的关系、安置社区规划与各项规划及各个部门之间的关系、生态移民与城镇居民的关系。在此基础上,以生态为基调进行合理的空间划分和功能布局,以宜居为基调打造生活便利、环境优美的安置社区,以期为其他同类型规划提供借鉴。
[Abstract]:Poverty alleviation ecological migration is the main type of ecological migration in China, and relying on the centralized resettlement of cities and towns will be one of the main resettlement modes of ecological migration projects in the future. On the basis of deep analysis of the difficult problems in the ecological resettlement project of urban centralized resettlement, the paper sums up the community planning ideas of "moving out, staying, and having a way out". Taking Hejie Town, Hezhou City, Guangxi, as an example, the paper abstracts the concept of "ecological livable" ecological resettlement community planning, and considers the needs of immigrants in an all-round way. Emphasis is placed on coordinating the relationship between the urban ecological resettlement community and the surrounding land layout, the relationship between the resettlement community planning and the various plans and departments, and the relationship between the ecological migrants and the urban residents. On the basis of this, the reasonable space division and function layout should be carried out on the basis of ecology as the keynote, and the livable life should be taken as the keynote to build a convenient and beautiful living community for the purpose of providing reference for other planning of the same type.
