基于环境承载力的城市社区公共安全规划策略研究

【摘要】：当前世界各国城市灾害均呈现出复杂而多发的趋势,城市安全研究已成为关注的热点问题。课题以城市社区灾害风险控制为主线,以环境承载力为依据,整合传统安全规划模式,从社区规划与灾害学、环境科学融合的视角探讨城市社区公共安全规划理论。初步构建起社区公共安全环境承载力评价体系,为计算机智能化解决城市社区公共安全规划与防灾减灾问题提供一些理论支撑与方法平台。论文首先论述了基于环境承载力的社区公共安全规划的基础理论。包括环境承载力研究方法,安全科学和安全社区相关理论以及社区安全规划理论演变,提出了社区公共安全规划的构成体系,为后续的研究工作做好基础理论的铺垫。论文采用鱼骨图、主成分和云计算等方法,推进城市社区风险因子和公共安全环境承载力基础数据库研究,初步构建了城市社区风险因子体系,开发社区公共安全体系评价模型；其次,提出城市社区公共安全环境承载力分级-评价-评估体系模型,运用不同的评价分级指标,建立城市社区公共安全空间体系结构和内容；第三,整合以往的社区防灾减灾规划,从不同层面提出较科学的城市社区公共安全规划对策；最后,通过案例分析,验证运用社区公共安全环境承载力评价体系对社区公共安全规划改进的可行性,以此来推动城市社区公共安全规划的定量研究。论文提出了城市社区公共安全环境承载力评价指标体系,弥补了城市社区公共安全规划在定量化研究的不足,这对整合城市社区综合防灾规划,提出完整的城市社区公共安全规划体系,构建城市社区公共安全空间体系,提供理论和实践借鉴作用。
[Abstract]:At present, urban disasters all over the world show a trend of complex and frequent, and urban safety research has become a hot issue. Based on the urban community disaster risk control and the environmental carrying capacity, this paper integrates the traditional safety planning model, and discusses the urban community public safety planning theory from the perspective of the integration of community planning, disaster science and environmental science. The evaluation system of community public safety environmental carrying capacity is constructed preliminarily, which provides some theoretical support and method platform for solving the problem of urban community public safety planning and disaster prevention and mitigation intelligently by computer. Firstly, the paper discusses the basic theory of community public safety planning based on environmental carrying capacity. Including the research method of environmental carrying capacity, safety science and safety community theory, and the evolution of community safety planning theory, this paper puts forward the constitution system of community public safety planning, which lays the foundation for further research work. The paper uses fish bone map, principal component and cloud computing methods to promote the study of urban community risk factors and the basic database of environmental carrying capacity of public safety, and preliminarily constructs the risk factor system of urban community. Developing the evaluation model of community public safety system; Secondly, the paper puts forward the grade-evaluation-evaluation system model of urban community public safety environmental carrying capacity, and establishes the structure and content of urban community public safety spatial system by using different evaluation grading indexes. Third, integrate the past community disaster prevention and mitigation planning, put forward more scientific urban community public safety planning countermeasures from different levels; Finally, through the case study, the feasibility of improving the community public safety planning by using the evaluation system of the community public safety environmental carrying capacity is verified, so as to promote the quantitative research of the urban community public security planning. The paper puts forward the evaluation index system of urban community public safety environmental carrying capacity, which makes up for the deficiency of quantitative research on urban community public safety planning, which is beneficial to the integration of urban community comprehensive disaster prevention planning. This paper puts forward a complete planning system of urban community public safety, and constructs a spatial system of urban community public security, which provides theoretical and practical reference.
