基于后碳社会的“美丽杭州”建设

【摘要】：人类活动,尤其是依赖传统能源发展经济,一方面导致大气中的温室气体浓度升高,特别是CO2排放量的增加,引起全球气候变化,已经给人类和生态系统带来巨大的系统性灾难。另一方面,在经济迅速发展的情况下,传统能源的不可再生和日益枯竭,已经不能满足未来经济发展的需求。面对经济发展、能源枯竭和环境恶化的三重压力,“第三次工业革命”和“后碳”理念日益成为人们关注的焦点。2012年11月8日,胡锦涛总书记在中共十八大报告中提出：努力建设美丽中国,实现中华民族永续发展。同年12月7日,杭州市委召开十一届三次全体(扩大)会议,要求叫响“建设生态型城市,打造美丽杭州”目标,使杭州成为建设“美丽中国”的先行区之一。吹响了建设“美丽杭州”的号角。本文由绪论、正文和结论三部分组成,绪论大致交代了选题的背景、研究内容、研究方法和创新点,结论部分总结了文章的主要观点和未来“美丽杭州”建设的方向,为“美丽中国”建设提供样板。正文由三部分组成：第一章主要对国内外后碳社会理念进行了述评,并例举了国内外后碳城市建设实例,概述了“后碳社会”内涵。第二章概述了“美丽杭州”建设的目标和理论基础,并运用SWOT分析方法,分析建设“美丽杭州”的优势、劣势、机遇与挑战。第三章主要从后碳视角分析了“美丽杭州”建设的约束条件,从产业结构、能源结构、碳中性建筑、交通、生活和消费方式等五个方面,分析了目前“美丽杭州”建设过程中的高碳现状。针对目前的高碳现状,提出建设“美丽杭州”的具体路径,包括技术性路径、空间性路径、社会性路径三大方面,为“建设生态型城市,打造美丽杭州”提供参考。本文采用文献研究法、比较研究法与实证研究法相结合的形式,将国内外建设生态型城市成功的例子进行研究比较,并将有益经验借鉴到“美丽杭州”的建设实践中,不仅具有理论价值,更具有实际意义,为建设“美丽中国”提供样本。
[Abstract]:Human activities, especially the development of economy relying on traditional energy sources, on the one hand cause the increase of greenhouse gas concentration in the atmosphere, especially the increase of CO2 emissions, causing global climate change, which has brought huge systematic disasters to human beings and ecosystems. On the other hand, in the case of rapid economic development, the non renewable and increasingly exhausted traditional energy can not meet the needs of future economic development. Facing the three pressures of economic development, energy exhaustion and environmental degradation, the concept of "third industrial revolution" and "post carbon" has become the focus of attention. In November 8, 2012, general secretary Hu Jintao put forward in the eighteen major report of the Communist Party of China: to build beautiful China and realize the sustainable development of the Chinese nation. In December 7th of the same year, the Hangzhou municipal Party committee held the eleven session of the three plenary session (enlarged), called the "requirements of eco city construction, build a beautiful Hangzhou", Hangzhou has become the construction of "beautiful one of the first Chinese". The horn of the "beautiful Hangzhou" was sounded.
