【摘要】：目前，河南省的经济总量位居全国前列，但是城镇化水平相对落后，甚至低于全国平均水平；另外，河南省是我国的人口大省，农村人口比例高、数量大，农村有着大量的剩余劳动力，因此，加速推进城镇化，吸纳农村剩余劳动力，促进经济结构转型，提高农民生活水平，改善农村面貌和形象，实现全面建设小康社会的目标是河南省现阶段面临的主要任务。同时，河南也是国家的产粮大省，尤其是小麦的产量，占全国的四分之一，河南在国家粮食安全体系中有着重要的作用。因此，河南省在城镇化过程中不仅要面临招商引资、增加就业、社会保障等城镇化相关问题，还要面临死守耕地红线，确保国家粮食安全的责任。要实现河南全省人民富民强省的目标和任务就必须处理好严守耕地红线和满足城镇化建设用地需求的矛盾，解决好这个矛盾，既要通过合理进行城镇建设规划，集约利用城镇建设用地，减少人均建设用地面积；又要开荒造地，增加耕地面积，提高耕地质量，确保粮食产量稳中有增。在耕地增加潜力有限的现实情况下，走涵盖农村在内的新型城镇化的道路，通过村村合并方式以解决城镇建设用地和工业用地，通过村村合并，建设具有城镇服务功能的新型农村新社区，把农民集中起来居住，节约出大量的农村宅基地，将其复垦为耕地换取城市建设用地指标，在减少人均宅基地面积的同时也让农民享受到具有城镇水平的公共设施和服务。在新型农村建设过程中出现了建设资金不足，土地怎样流转，增值收益怎么分等相关问题。本文就这些问题进行了深入的探索和研究，第一章，阐述了本文的研究背景及选题意义，从不同角度对国内外学者有关城镇化和村村合并建设新型农村社区等问题的研究进行了梳理和总结，并引出了本文要研究的问题：在欠发达地区进行新型农村社区建设所面临的的资金筹措、土地流转机制和土地增值收益的分享问题，最后总括地阐述了本文的主要内容、基本观点、研究思路、研究方法和创新之处。第二章，分析了中国河南省现阶段城镇化的现状和所面临的问题，得出新型城镇化是破解发展难题的必然选择的结论；并通过相关理论分析和结合河南省城镇化的实践，提出了河南省进行以小城镇建设和新型农村社区建设为主要内容的新型城镇化道路。第三章，通过分析河南省城镇化建设中新型农村社区建设不同方式、不同类型的实践经验，点出了目前河南新型新型农村社区建设面临的主要问题，主要包括新型社区建设的资金筹措问题，农村土地流转的问题，如何实现城镇建设用地和农村集体建设用地增减挂钩的问题，土地交易价格的确定和土地增值利益在地方政府、企业开发商和原农户之间的分配问题。第四章，本章通过结合河南省已经进行的新型农村社区建设的实践，得出了通过政府财政、社会融资、银行融资、农村资产证券化融资和特许经营等建设资金筹措的可行途径。第五章，通过分析重庆等地地票交易制度的实践和国家相关土地流转的政策、法规和制度，结合河南省的实际情况，提出了土地流转和土地交易的相关问题的解决办法。第六章，通过博弈论分析，解决了土地流转过程中地方政府、企业和农户之间利益分享的相关问题。本文的特色和创新之处在于：1.尝试提出解决欠发达农区村村合并进行农村新社区建设资金筹措的路径，在传统筹资途径的基础上提出新的筹资方式和途径，为我国其他地区推行城镇化提供了具有借鉴意义的资金筹措方式，尤其是农村人口比例较大的欠发达地区的城镇化；2.结合国内其他地区的实践，提出适合河南省省情的土地流转模式和土地拍卖机制，实现了城镇建设用地和农村集体建设用地的增减挂钩，解决了城镇化用地需求和保护耕地之间的矛盾；3.基于博弈论的分析，通过对地方政府和农户、企业和农户的土地增值收益分享的博弈分析，提出农户、集体、政府和企业等各方对土地收益分享的比例界定，，并提出相关建议。
[Abstract]:At present, the total economy in Henan province ranked the forefront of the country, but the urbanization level is relatively backward, even lower than the national average; in addition, Henan is China's most populous province, a high proportion of the rural population, a large number of rural surplus labor force, there are many, therefore, accelerating urbanization, absorb rural surplus labor, promote economic restructuring, improve the living standards of farmers, improve the rural landscape and image, to achieve the goal of building a well-off society is the main task of Henan province at the present stage. In the fifth chapter, through the analysis and practice of countries such as Chongqing to the ticket trading system related land transfer policies, laws and regulations, combined with the actual situation of Henan Province, put forward the land flow The sixth chapter, through game theory analysis, solves the problems of interest sharing between local governments, enterprises and farmers in the process of land transfer.
